o JUN 101988 Docket No. 50-456 Docket No. 50-457 Commonwealth Edison Company ATTN: Mr. Cordell Reed l

Senior Vice President Post Office Box 767 Chicago, IL 60690 l Gentlemen:

Thank you for your letter dated April 28, 1988, informing us of the steps you have taken to correct the items of noncompliance which we brought to your attention in our letter dated March 18, 198 Regarding your response to Item 457/87036-02b of the Notice of Violation, we have reviewed the information in your response and still believe this is an example of noncompliance. Cable termination cards are required by L. Comstock procedure 4.3.9, "Cable Termination Installation". In addition, L. K. Comstock Work Instruction WI-4.3.9-01, "Work Instruction for Termination Cards", in Section 4.1 states that "To have records that reflect the actual installed condition of cable, all types of cable termination cards must be filled out accurately end consistently". Finally, the statement in your response that termination cards do not determine the acceptability of the installation is contradicted by the statement in your response to item 457/87036-02c which indicates that the Quality Control inspector utilized the determination card to determine that cable 2VA720 was correctly installed. Since your response indicates that the subject cables have now been correctly terminated, no further response to this noncompliance is require Regarding your response to Item 457/87036-04c of the Notice of Violation, your response failed to clearly acknowledge the scope of the inspector's concer In addition to the loose bolts acknowledged in your response, the inspector identified 25 missing bolts. However, the corrective actions identified in your response are acceptable and no further response to this noncompliance is require We will examine these matters during a future inspectio
