Thenk you for your letter dated December 11, 1986, informing us of the steps you have taken concerning the violation which we brought to your attention in our letter dated November 12, 1986. The additional information presented to the inspector on November 18, 1986, has been reviewed, along with the basis for the violatio We agree that the additional information is adequate to conclude that deficiency EF-11-12 was properly closed. However, the engineering evaluations provided as corrective action for deficiencies EF-11-X and EF-11-AI ' tere incorrect, even though further evaluation concludes there is no longer a technical issue. In addition, the inspector identified deficiencies EF-11-AK, EF-11-24, VP-11-E, VP-11-L, and VP-11-M in Inspection Report No. 50-456/86060 as additional examples of inadequate corrective action. The technical issues with these deficiencies have been resolve Because of the inadequate or incorrect engineering evaluations provided as the corrective action for 2 of the 3 deficiencies listed in the violation and the additional 5 deficiencies identified in Inspection Report 50-456/86060,this item (456/86052-01(DRS)) will remain a violation based on the generic concern of inadequate corrective actions in evaluating deficiencies. However, due to the additional information provided and the minor safety significances of the deficiencies, the violation will be downgraded to a Severity Level V. A written response is required, the reference in our letter dated November 12, 1986, regarding the need to respond for Unit 2 and Byron Station is no longer applicabl We will gladly discuss any questions you have concerning this ite PDR ADOCK 05000456
