D' ate Reactor Projects Section 4B, DRP Inspection Summary: This inspection report documents the safety inspections conducted during day shift and backshift hours. The inspections assessed station activities concerning -

plant operations, radiological controls, maintenance and surveillance, engineering and technical support, emergency preparedness, security, and quality verification.

Results: North Atlantic operated the facility safely. Two violations for incomplete surveillance testing described in licensee event reports were not cited based on the licensee effectively identifying and correcting the deficiencies. One violation for failure to include previously known occurrences in a licensee event report was not cited based on the low safety significance and the licensee's corrective actions. EXECUTIVE SUMMARY SEABROOK STATION INSPECTION REPORT NO. 93-02 Operations: Operations personnel operated the facility safely. They performed routine activities in a good manner and responded to operational challenges in an excellent manner.

  • Operators maintained a questioning attitude and strictly followed procedural guidance.

Radiolocical Controls: Health physics (HP) personnel performed routine activities well.

t They provided excellent controls for and monitoring of maintenance activities. The HP briefing for a containment entry was comprehensive aad the HP monitoring conducted during

the entry was excellent.

Maintenance / Surveillance: Maintenance department supervisors were actively involved in

the planning and performance of maintenance activities. Supervisors were present at the

'

work sites and provided direction to knowledgeable technicians. Workers followed i

procedures and used calibrated equipment. Surveillance procedures, used to verify containment area purge valve positions, fulfilled Technical Specification requirements.

l Emereenev Preoaredness: The proposed off-site dose projection system program was an improvement over the previous program.

Security: Security guards performed routine tasks well. Security supervisors responded effectively to an NRC identified deficiency and to a fitness-for-duty failure.

Eneineerine/ Technical Sunoort: Engineers properly identified that the plant operated j

outside design basis briefly while testing two reactor water storage tank level detectors and identified the root cause of the error. Although technical support personnel's initial actions were slow, they identified the root cause of diesel generator fuel injector delivery valve spring failures and developed good corrective actions.

Safety Assessment /Ouality Verification: The Nuclear Safety Audit Review Committee

provided an independent review of safety matters. North Atlantic's response to a 10 CFR Part 21 notification on voltage relays was good. North Atlantic formed a task force to study the complexities associated with managing documents related to plant deficiencies. The quality and content of the licensee event reports was good. The level of detail contained in I

the licensee event reports was improving.
