The inspection scope and findings were summarized on September 18, 1980 with those persons indicated in Paragraph I above.

Licensee Action on Previous Inspection Findings (Closed) Infraction (424-425/80-7-1): Failure to Evaluate Soils Moisture Test Results. The inspector examined the licensees response dated June 5, 1980 and observed implementation of the tesponse. A new method of correla-tion of moisture test results and a designated responsibility for test result evaluation has been established. Test results were reviewed and found acceptable. This item is closed.

Unresolved Items Unresolved items were not identified during this inspection.

Independent Inspection The inspector observed Cadwelding operations on sleeve numbers ZE 61, ZE 62, ZE 63 and ZE 64 in the Unit 2 containment building basemat and structural backfill operations in the control building.

No deviations or items of noncompliance were identified.

' Containment.(Structural Concrete I) Observation of Work and Work Activities, Unit 1 The inspector observed partial placement of pour. numbers 1-01C-001 and 002 in the Unit 1 basemat. Acceptance criteria appear in the following documents:

Specification X2AP01, Forming, placing, finishing and curing' concrete b.

CD-7-02, Concrete Quality Control

PSAR Sections 3 and 17 Forms were tight and clean.

Rebar was properly installed and clean.

Preplacement inspection was indicated by the signed preinspection form.

Placement activities pertaining -to delivery time, free fall, flow distance layer thickness and consolidation conformed to specifications. Activities were continuously monitored by QC personnel. An examination of the batch plant indicated. proper mixes were being delivered to specified sites, materials were being controlled and accurate batch plant records were being generated. Samples for temperature, slump, air content, unit weight and air content met frequency requirements. Observation of records disclosed that several batches of high slump concrete were placed in the pour.

Discussions with responsible engineers indicated that high slump concrete was intentionally used during periods when pipelines used in the pumping process were congested with low slump concrete. The inspector indicated use of high slump concrete would be examined in a records review during a future inspection by NRC. This was identified to the licensee as Inspector Followup Item 424/80-14-1, "High Slump Concrete in Unit 1 Basemat".

Licensee Identified Item 10 CFR 50.55(e)

(Open) Item 424/79-18-1 and 425/79-18-1: Erosion of Category I Backfill.

The licensee reported a potential CDR regarding erosion of Category I backfill on November 14, 1979, (see RII Inspection Report Number 424-425/

79-17). The inspector examined the licensce's final report dated August 29, 1980 and implementation of corrective action outlined in the report. This itcm remains open pending review by RII:IE of records documenting the cor-rective action.

Previously Identified Inspector Follueup Item (Closed) Inspector Followup Item (424/79-6-1): Auxiliary Building North Wall Waterproofing. Groundw'*.er seeped through cracks in the northwall of the auxiliary building. Discussions with responsible engineers and obser-vations of completed work showed that in-seepage is being controlled by pressure grouting with an epoxy grout.

Grouting operations are befng controlled in accordance with licensee requirements. This item is closed.
