The inspector reviewed certification records for test weights which were purchased for calibration of the laboratory scales. The weights are trace-able to the National Bureau of Standards. The inspector examined the calibration records of the laboratory balance scales. This item is closed.

i Prior to the inspection the licensee identified the following items under 10 CFR 50.55(e):
a.
(0 pen) Item (424-425/79-18-01): Erosion of Category I Backfill. The
,
inspector toured the powerblock area and observed the measures which
'
had been taken to stabilize the excavation slopes and Category I backfill from further erosion. These measures include regrading construction of earth and sandbag dikes, stabilization of slopes with lean concrete, and covering exposed fill with polyethylene sheets prior to rain storms. The licensee has completed installation of a well point system north of and parallel to the auxiliary building and inside the Unit I containment tendon gallery foundation.
Installation of the wellpoint system was in progress in the Unit 2 containment area. The inspector examined results of dynamic cone penetration tests which were performed adjacent to the east side of the Unit I control building electric to the east side of the Unit I control building electric tunnel and discussed evaluation of the test results and future testing to be performed with the Bechtel geotechnical engineer. The inspector also examined results of settlement surveys performed on structures in the powerblock area from the baseline date of January 18-19, 1980 through March 11, 1980. For all practical purposes, the amount of settlement of category 1 measured during the above period is zero. The turbine building, which is not a Category 1 structure has settled approximately 1/16 inch (.005 of a foot) in this period. The inspecto interviewed survey personnel responsible for performing the settlement measurements concerning survey techniques, type survey equipment used for the surveys, and errors of closure in the survey loops. The licensee is planning to conduct additional soil
testing in the Unit 1 and 2 containment areas in the near future.

(0 pen) Item (424-425/79-10-01): Voids in Auxiliary building concrete.

The inspector reviewed disposition of Nonconformance Report CD-693 which covered repair of some of the voids addressed in this item. The inspector toured the auxiliary building area and examined the areas where voids had been repaired.
Concrete placement in conjested areas has resumed.
c.
(Open) Item (425/80-04-01): Undermining of the control building Unit 2 Electric Tunnel Foundation. The inspector examined the foundation area damaged by erosion. The eroded area has been filled with sand bags and covered with polyethylene sheets to prevent further damage.

The inspector reviewed the recommend corrective action for disposition of the nonconformance report (number CD-780). The inspector discussed the propsed repair technique with the Bechtel geotechnical engineer.
The remedial repair work will not be started until the design engineer's

evaluation is completed. NRC Region II will be contacted prior to commencement of repairs.
No deviations of items of noncompliance were identified.
