Results Of the areas inspected, no items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized with the onsite staff on February 1,1980, and with the corporate staff on February 5,1980, as indicated in Paragraph I above. No items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (0 pen) Infraction 424/79-17-01 and 425/79-17-02, Failure to report deficiency in backfill, Units 1 and 2.
The inspector discussed the corrective action work performed to date with the GPC and Bechtel staff and observed the work in progress. Sections of the concrete foundation base mat has been, ar.d are being, cut from the north section of the control building. The correc-tive action work being performed to date is consistant with limitations stated in the Region II " Confirmation of Concurrence" letters dated November 15, 23, and 29, 1979, and January 14 and 22, 1980. The wellpoint supplemental dewatering system continues to have problems that limit its ability to demonstrate its effectiveness.
GPC has dressed up and gunited various slopes in the vicinity of the power block area and the turbine building as part of a maintenance program for construction slopes. This item remains open pending further work by the licensee and subsequent inspections by Region II.

Independent Inspection The inspector examined various areas of Units 1 and 2 inclusive of the containment, auxiliary and control buildings to observe construction activities in progress related to the installation of concrete forming, chipping out of identified voids in concrete, excavation of erosion disturbed material and backfilling of the slope of the power block areas.
The inspector also inspected the new warehouses. Although the new warehouses are enclosed and insulated the air conditioning and humidity control, work is not complete. The various classes of stored material are being relocated.
The general state of housekeeping and the storage conditions of the materials was good.
No items of noncompliance or deviations were identified.

(Open) 424-425/80-01-01, Load Capacity of Concrete Embeds.
a.
On January 28, 1980 GPC informed Region II that the tables used to determine the load capacity of the concrete embeds do not consider lateral loads transmitted to the embed.
Some of the embeds may be overloaded.
Bechtel is evaluating the problem. The inspector discussed this item with the Bechtel staff on site and the GPC staff on site and in the GPC corporate office. The loading capacity design problem is separate from the load capacity fabrication problem of the installed embeds previously identified and discussed below in paragraph 6.d.
A 10 CFR 50.55(e) report to Region II is due February 27, 1980.
b.
(Open) 424-425/79-18-01, Erosion of Category I Backfill.
The inspector examined the powerblock area and observed the measures which have been taken to stabilize the excavation slopes and Category I backfill from further erosion.
GPC had completed installation of the piezometer and dewatering system.
Region II concurrence to start up the system has been documented in the Region II letters dated January 14 and 22, 1980. The dewatering system was in operation on January 30

GPC was removing four to five feet of temporary backfill from the north wall of the auxiliary building at the time of the inspection.
(Open) 424-425/79-18-01, Voids ic Auxiliary Building Concrete c.
GPC has submitted to Region II an interim report dated January 18, 1980, and a final report is ocheduled to be submitted by February 29, 1980. The inspector observed the current work to remove the deficient

-3-concrete and to provide accessibility to inspect for proper concrete consolidation.
Work was in progress to clean out the base of forms and install one foot high by four foot wide forms along the entire length at the base of the walls. Every other panel will be left out until final cleanout and inspection is completed. No concrete has been placed to date in the areas noted in stop work notice SW-C-13 The stop work notice has been signed off, but no concrete has been placed due to the adverse weather.
d.
(Open) 424/78-09-02 and 425/78-09-03, Embed Fabrication The inspector reviewed the GPC final report to Region II dated November 21, 1979, discussed the deficiency, the safety implicat, ions and the corrective action program with the GPC and Bechtel onsite staff.
The inspector also discussed the engineering analysis report with the GPC staff in the GPC corporate office.
The inspector reviewed documentation of an extensive inspection program to determine the status of each bolt of each embedment plate (including the determination whether a washer and end nut were installed with each bolt). The inspector also reviewed the acceptance and rejection criteria, the method to be used to locate the acceptable loading zones, and the method to prevent the use of abandoned embed plates. The inspector observed representative embed plates having a stanped "X" in each corner of the acceptable loading zone, and representative abandoned plates. The inspector also reviewed a report of a sample of bolts in the embeds that have been subjected to pull tests.
The embed design has been modified to specify Nelson studs in lieu of the bolt and nut assembly where practical.
Revised drawings are to be issued late in February 1980 with information relative to the loading zone for each plate fabricated and installed with the bolt and nut assembly. Specification X4AZ01-PS, " Pipe Support, Field Fabrication and Installation" is scheduled to be revised and issued about March 1, 1980. No specific date has been scheduled for issuing an " Expansion Anchor Bolt Specification". This item remains open pending review of the above work in progress and inspection of such further work as deemed desirable.

IE Bulletins (IEB)
(Closed) IEB 79-11, Faulty Overcurrent Trip Device in Circuit Breakers a.
for Engineered Safety Systems. The GPC response to Region II dated July 30, 1979, advised that GPC is not using the Westinghouse type DB-75 or DB-50 breakers with end caps in any safety-related systems at Vogtle.

are not grounded. There is no connection between the neutral of the generators and the neutral of the primary windings of the transformers.
No path exists for the flow of the circulating currents and no corrective action is necessary at Vogtle.
(Closed) IEB 79-24, Frozen Lines. The GPC response to Region II dated c.
November 1, 1979, advised that all piping and instrumentation diagrams for safety-related systems shall include a note regarding cold weather protection. No safety-related piping systems have been installed at Vogtle.
d.
(Closed) IEB 79-25, Failure of Westinghouse BFD Relays in Safety-Related Systems. The GPC response to Region II dated December 28. 1979, advised that no relays of the type discussed in IEB 79-25 are used in any Class I equipment at Vogtle to date.
Restraints not to use such equipment will be included in the design criteria. Such restraints to the design criteria are routinely audited by Bechtel and GPC.
(Closed) IEB 79-28, Possible Malfunction of Namco Model EA 180 Limit e.
Switches at Elevated Temperatures. The GPC response to Region II advised that only one GPC supplier will use the Namco EA 180 limit switches. These limit switches have not yet been ordered and measures are being taken to ensure that the defective switches are not used.
Restraints to design criteria, such as IEB limitations, are routinely audited by GPC and Bechtel 8.
Reactor Vessel Installation The inspector reviewed the Heavy Rigging Program (HRP) procedures manual by Bechtel issued January 10, 1980, for equipment related to Crane 4600 S-4 ringer (with crawler) and Crane 4100 W-S2 with crawler.
Procedures HRP-1 through HRP-10 are for testing, HRP-11 through HRP-20 are for inspection, and procedures numbered RRP-21 through HRP-28 are for operation of the cranes and other equipmcat. The inspector reviewed the procedures for testing and inspection the cranes and the QC records for the inspection of such operations as used for offloading and transporting to a storage area the reactor vessels (RV), RV heads, and the head gaskets for the RV's for Units 1 and 2 on January 11-17, 1980. Test blocks, hook plates and rigging

were qualified. The procedures made use of checktests. The firmness of the ground and concrete pads used were tested and documented.
The procedures will be revised to accomodate the receiving and transporting of the steam generators, pressurizer, and turbine generator equipment at a later date (not specifically scheduled at this date). The inspector discussed the offloading transporting and storage of the RV equipment with the GPC ar.d Bechtel staff and observed the equipment stored on site.
Within the areas examined, no items of nonccmpliance were identified.
