Exit Interview The inspection scope and findings were summarized on April 17, 1980 with those persons indicated in Paragraph I above.

Licensee Action on Previous Inspection Findings (Closed) Deficiency 424/79-11-02, Backfill Work stoppage - GPC submitted a final report dated August 7, 1979. Since t::at time stop work orders have been issued for various areas of work and the intended results were satisfactory.
(Closed) Infraction, 424/425/79-14-01, Failure to Test Concrete at the Point of Placement. Several inspectors have observed placements of concrete on numerous occasion since GPC's final report dated October 5, 1979.
Sampling is now being performed in accordance with the construction pro-cedures.

- (Closed) Infraction 424/425/79-02-01, Improper Storage of Welding Materials.
The inspector reviewed the actions taken by the licensee's contractor regarding welding electrode distribution and control. All actions appear adequate.

Unresolved Items Unresolved items were not identified during this inspection.
5.
Inspector Followup Items (IFI)
(Closed) IFI 424/425/80-02-03, Supplementary Essential Variable 410.7 Not Properly Addressed. The licensee presented information which confirmed that QW-410.7 applies to automatic welding and not manual welding.
(Closed) IFI 424/79-14-03 and 425/79-14-02, Inspection of Instorage Main-l tenance. The licensee has revised Field Procedure GT-T-09 to require inspection of items after instorage maintenance has been performed.
(Closed) IFI 424/79-14-02, Peview of Tendon Gallery Pour 1-01D-101. The inspector examined the sections of the gallery wall which was part of this placement. There was no evidence of a cold joint.

IE Bulletin (IEB) and Circulars (IEC)
(Closed) IEC's 78-15, 79-08, 79-10, 79-12, 79-13, 79-17, 79-19, 79-20 79-21, 79-22. The inspector reviewed the actions taken by the licensee regarding the listed IEC's.
In each case the licensee has addressed the subject of the IEC in an orderly and thaly fashion. Due to the early construction stage of the site many or 4 subjects listed by an IEC will require review later. A file has bee.x !^ eloped which is reviewed perio-dically.
(Closed) IEB 78-12,78-12A and 78-12B, A typical weld material in Reactor Pressure Vessel Welds.
GPC submitted their response dated June 29, 1979.
Included was a certification by Westinghouse Electric Corporation (NSSS

Supplier) and Combustion Engineering, Inc, (vessel fabricator) stating that j
the report submitted June 8, 1979 addressed all the applicable materials

used in the fabrication of the reactor vessels for Vogtle Unit I and 2.
(Closed) JEB 79-03, Longitudinal Weld Defects in ASME SA-312 Type 304 Stainless Steel Pipe Spools manufactured by Youngstown Welding and Engineering Company. The licensee's res5onse dated May 9, 1979 and June'12, 1979 advise that special testing (UT or RT) have found no

Independent Inspection The inspector reviewed the settlement study that is being made of the structures as the result of backfill problems. Readings are taken each week by a survey party and the results reviewed by BPC engineers. To date l
no problems have been encountered.

It was noted that several NCR's have been open for over one year. The licensee advised that a special effort would be made to resolve the~se NCR's.
