SUBJECT: NRC INSPECTION REPORT NOS. 50-413/88-09 AND 50-414/88-09 Thank you for your response of April 14, 1988, to our Notice of Violation issued on March 18, 1988, concerning activities conducted at your Catawba facility.
We have evaluated your response and found that it meets the requirements of 10 CFR 2.201; however, we have the following concerns about your discussion of the violation:
Even though you admit the violation, we.do not agree with your assessment that measures were adequate, at the time of the violation, to control eddy current testing of steam generator tubes.
In accordance with your response, only "53 of 57 or 93% of pluggable indications" were properly identified by the first analysis.
The NRC does not consider that proper disposition of 93% of the pluggable tubes indicates adequrte control.
We will examine the implementation of your corrective actions during future inspections.
