Investigation 50-412/80-02 This refers to the investigation conducted in conjunction with the Region IV inspection on January 7-11, 1980.

The investigation conducted by f1r. J.

P. Durr of this office of activities authorized by NRC License No. CPPP.-105 at Power Piping Company, Donora, Pennsylvania and to the discussions of our findings held by Mr. Durr with Mr. R. Coupland of your staff at the conclusion of the investigation.

Areas examined during this investigation are described in the Office of Inspection and Enforcement Investigation Report which is enclosed with this letter.

Within these areas, the investigation consisted of selective examinations of procedures and representative records, interviews with personnel, measurements made by the inspector, and observations by the inspector.

Within the scope of this investigation, no items of noncompliance were observed.

However, it appears that the Power Piping Quality Assurance Program has not been functioning in complete accordance with the commitments of the Beaver Valley Power Station, Unit 2, Preliminary Safety Analysis Report, Section 17. We request that additional actions be initiated by you to assure that the quality of the piping systems have not been compromised with respect to the findings of the enclosed Investication Report.

Please inform this office within 30 days of any actions yor; have taken or intend to take regarding this matter.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10,' Code of Federal Regulations, a copy of this letter and the enclosed investigation report will be placed in the NRC's Public Document Room.

If this report contains any information that you (or your contractor) believe to be proprietary, it is necessary that you make a written application within 20 days to this office to withhold such infomation from public disclosure. Any such application must be accompanied by an affidavit executed by the owner of the information, wiich identifies the document or part sought to be withheld, and which conta'ns a statement of reasons which addresses with specificity the items which 'till be considered by the Commission 8006060/$

The information sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit.

If we do not hear from you in this regard within the specified period, the report will be placed in the Public Document Room.
