CDR 84-00-28.
Installation of QA Category 1 bolted flanged piping joints by ITT Grinnell without a documented procedure.
The inspector reviewed additional documentation furnished to the NRC subse-quent to inspection 50-410/86-28.
Included were the following:
Response dated 6/18/86 to item 84-00-28 by SWEC FQC 9. 1-4-11, Instruction for Review of Documentation Packages Corrective Action Report 652 dated 7/3/84 FQC 4.2-25-4, dated 5/24/84, Bolting Requirements FQC 4.2-25-7, dated 9/5/85, Bolting Requirements IS0-24-1, Data Package including ASME N5 Data Report Bolted Joint Document Review Computer Data Summary The data summary indicates review and approval by SWEC of ITT bolt installation.
Documentation packages included bolting data sheets for the 752 Class 1,
2 and 3 bolted joints.
The bolting requirements of Procedure FQC-4.2-25-4 and 7 were compared to the ASME code requirements for mechanical joints in parts NB, NC and ND 4700 as applicable to Class 1,
2 and 3 components.
As the data summary reviewed above indicates, completion of the review by SWEC of bolted joint documentation addressed conformance to Procedure FQC 4.2-25.

Preservice Ins ection PSI Inservice Ins ection ISI The inspector reviewed recent work by the licensee (NMPC), the prime con-tractor (SWEC)
and the PSI-NDE contractor (NES) in the area of preservice inspection of Class 1,
2 and 3 piping.
Inspection Report 50-410/85-46 presents previous inspection results of the PSI program, work observations and data revie v~
Portions of the following were examined:
The PSI Data Base of Components requiring Volumetric, Surface, and/or Visual Inspection The PSI Final Report (Draft), Document 83A2693 of Manual Examinations of Nuclear Piping and the Reactor Pressure Vessel.
The PSI Final Report (Draft), Document 83A2692, for Automated Ultra-sonic Examinations of the Reactor Pressure Vessel ISI Instruction No. ISI-006, Instructions for Initiation of Corrective Action, Revision
Relief Requests RR-IWB-1 through RR-IWB-9 and Relief Requests RR-IWC-7/8 Control and transfer of PSI data from SWEC to NMPC PSI-ISI staffing by NMPC as supported by contractor personnel Interfaces between SWEC and NMPC PSI-ISI staff.
l, The above were compared to the ASME Code Section XI 1980 Edition through the Winter 1980 Addenda (for ISI) and the 1974 Code through the Summer 1975 (for PSI)
as applicable.
The PSI program activities were found to be essentially complete with final documentation in progress.
Planning and preparation for the ISI program were noted to be in progress.
No violations were identified.

Exit Interview The inspector met with licensee representatives denoted in paragraph 1 at the conclusion of the inspection on June 25, 1986.
The inspector summarized the purpose and the scope of the inspection and the findings.
At no time during this inspection was written material provided by the inspector to the licensee.
