30703 Exit Interview The inspectors met with the licensee personnel listed in Paragraph 1 at the conclusion of the review on May 16, 1986.
At that time the findings of the review were presented'ritten material was not provided to the licensee by the inspectors at any time during the review.

81022 Securit Or anization Mana ement The inspectors'eview of the security organization revealed a fully staffed management organization,,including shift supervisors.
The ins-pectors found that the security force has been fully trained, but was not armed at the time of the review.
No discrepancies were identified.
Inspector Follow-up Item 50-410/84-10-02 is closed.
The licensee's Safety Review and Audit Board (SRAB) performed a compre-hensive audit of the Nine Mile Point 2 security program on March 31 April 4, 1986.
Several recommendations for program enhancements, con-tained in the audit report, had been acted upon by the licen"ee.
No discrepancies were identified.

81038 Records and Re orts The inspectors reviewed the record and report forms and implementing procedures that have been modified to combine the Unit 2 security equip-ment and facilities with the existing Unit 1 record and report system when the security at Units 1 and 2 are combined into a single program.
The modifications are adequate and appropriate for their intended purpose.
All records and reports reviewed by the inspectors were in accordance with the licensee's NRC-approved security plan.

81042 Testin and Maintenance The inspectors noted that the licensee has established a dedicated security testing and maintenance section which is well staffed and res-ponds promptly to security equipment problems based on priorities esta-blished by security management.
This was confirmed by the inspectors through a review of records.

81052 Ph sical Barriers Protected Area The. inspectors observed that the licensee maintained the barrier sur-rounding the protected area in accordance with the NRC-approved security plan.
The inspectors noted that the licensee has completed a survey of water drains and tunnels and had provided suitable barriers wherever required.

81054 Ph s ical Barriers Vital Areas The inspectors noted that, although the licensee had completed the vital area review, the installation of barrier s at vital area penetrations was not yet complete.

81058 Securit S stem Power Su
The inspectors determined by a review of records that the licensee had conducted a simulated load test of the security system power supply at the rated load of security related equipment in October of 1985.
The current load is approximately 40 percent of the rated capacity of the power supply system.
The results of these tests indicated that the security system power supply is adequate.

U. ~Li The inspectors observed that the lighting in the isolation zones and protected area met the requirements of the NRC-approved security plan and was adequate for its intended function.

81066 Assessment Aids The licensee had not yet completed work on the assessment system at the time of this review.
The inspectors observed that the system does not fully cover all of the areas to be assessed, and that the licensee was reviewing the matter.
Inspector Follow-up Item 50-410/84-10-14 remains ope Access Control Personnel The isnpectors observed that the licensee had an adequate access control and badging system and that all personnel entering the Protected Area were properly searched for unauthorized material.
The search equipment was functioning properly during the review, is adequate and appropriate for its intended purpose, and conforms to the NRC-approved security plan.

81072 Access Control Packa es The inspectors observed the control of packages and material entering the Protected Area.
Packages and material are examined using x-ray equipment and/or visually.
The search equipment is adequate for its intended use, was functioning properly at the time of the review, and conforms to the NRC-approved security plan.

81074 Access Control Vehicles The licensee had not yet completed its review of the vehicle entry port.
Inspector Follow-up Item 50-410/84-10-17 remains open.
81078 Detection Aids Protected Area The licensee, at the request of and under the direct observation of the inspectors, performed penetration testing of the intrusion detection system.
The results of the testing were satisfactory.

81080 Detection Aids Vital Areas Ongoing construction activities in the vital areas prevented the ins-pectors from conducting a complete review of vital area detection aids.
This will be reviewed during a subsequent inspection.

81084 Alarm Stations The inspectors observed that the combining of the Units 1 and 2 central alarm stations (CAS) into a single facility was complete.
Both the CAS and the secondary alarm stations (which will also be combined in the future) were determined by the inspectors to be adequate for their in-tended purpose and in accordance with the licensee's NRC-approved security pla h V

81088 Communications The inspectors concluded from a review of the licensee's communications system that full site communications coverage was available.
Telephones and/or paging capability were noted to be available in areas where radio communications were not possible.
Communications capabilities are in accordance with the licensee's NRC-approved security plan.

81601 Securit Contin enc Plan The inspectors reviewed documentation of ten contingency plan drills conducted by the licensee prior to this review.
The inspectors also noted that the licensee established a separate security contingency control/
command facility so as not to interfere with CAS operations during emer-gencies.
The inspectors reviewed the written procedures for the duties of operat-ing, maintenance, security, and management personnel relative to their response to security related events.
The inspectors determined the pro-cedures to be adequate for their intended purpose.

92706 Inde endent Ins ection Effort The inspectors reviewed the licensee's actions relative to the one re-maining IE Information Notice (85-28) not previously reviewed that per-tained to physical security.
