Systematic Assessment of Licensee Performance (SALP) Report No.

50-410/85-99 This refers to the SALP for the Nine Mile Point Unit 2 project, conducted by this office on March 28, 1985 and discussed with you and your staff at a

meeting on April 24, 1985.

The list of meeting attendees is attached as Enclosure 1.

The NRC Region I SALP Report is provided as Enclosure 2 and covers the period October 1,

1983 to January 31, 1985.

Your response dated May 14, 1985, submitted in reply to our letter of April 17, 1985 provided comments on the SALP Report.

These letters are provided as Enclosures 3 and 4.

Our overall assessment of construction activities at the Nine Mile Point Unit 2 project is that your initiatives have improved performance.

We are encouraged by the present management support of guality Assurance and organizational improvements which enhance management controls. Active corporate management involvement has resulted in high levels of performance in the areas of safety related components and support systems and improvements in the areas of piping systems and supports, project management/quality assurance and nondestructive examination.

Some performance shortcomings were observed, however, in the electrical equipment and cables, and engineering areas.

Also, management attention to improving the performance rating in the licensing activities area is warranted to support the anticipated work load necessary to support the facility licensing process.

In the meeting of April 24, 1984, we discussed your regulatory performance and received your comments on the SALP program and our assessment.

We have consi-dered your letter of May 14, 1985 and made no changes in the SALP report.

We note Attachment 1 to your letter which addresses the report Recommendations to the Licensee and will assess the adequacy and implementation of your ongoing actions, which you seem to indicate currently address most of the recommen-dations, during our future inspections.

We consider that our meeting and subsequent interchange of information were beneficial and improved mutual understanding of your activities and our regula-tory program.
