Systematic Assessment of Licensee Performance (SALP) Report No.
50-410/85-98 This refers to the SALP for the Nine Mile Point Unit 2 project, conducted by this office on March 17, 1986 and discussed with you and your staff at a
meeting on May 30, 1986.
The list of meeting attendees is attached as Enclosure 1.
The NRC Region I final SALP Report is provided as Enclosure
and covers the period February 1,
1985 to January 31, 1986.
Your response dated June 30, 1986, submitted in reply to our letter of May 14, 1986 provided comments on the SALP Report.
These letters are provided as Enclosures 3 and 4.
Our overall assessment indicates that construction activities have been per-formed in an acceptable manner.
Based on our evaluation, we believe that corporate management involvement and controls have been a key factor in this performance.
As the project moves through the preoperational testing phase, and toward an operational organization, continued management attention at both corporate and site levels will be required.
We expect to maintain a high level of NRC inspection activity at Nine Mile Point Unit 2 in the coming months.
In the meeting of'ay 30, 1986 we discussed your regulatory performance and received your comments on the SALP program and our assessment.
We have consi-dered your comments at the meeting and in your letter of June 30, 1986, and made one change in the SALP report.
The change, involving clarification of the Nine Mile Point site INPO accreditation status, is indicated by a vertical line in the margin on page 9 of Enclosure 2.
We note Attachment 1 to your letter which addresses the report Recommendations to the Licensee and will assess the adequacy and implementation of your ongoing actions, which you indicate currently address most of the recommendations, during our future inspections.
We consider that our meeting and subsequent interchange of information were beneficial and improved mutual understanding of your activities and our regulatory program.
