Results Of the areas inspected, no violations or deviations were identified.

The inspection scope and findings were summarized on December 11, 1981, with those persons indicated in paragraph 1 above.
The inspector dis-cussed thirteen previous open items of which one was closed (80-33-05, Tool Decontamination Room - Closed) and two items partially closed (80-33-08, Respirator Fit Booth - Closed and Respirator Maintenance Area -
Open); (80-33-09, Bioassay Procedures - Open and Respiratory Protection
-
Procedures - Closed). All remaining open items were discussed and under-standings reached with station management as to the status, planned actions and estimated completion.

Previously Identified Items a.
(0 pen)(IFI) 395/80-33-01, Health Physics Staffing Approval now exists

for additional Health Physic staffing and interviews are planned as soon as possible. The inspectors stated that this item will be held open pending the actual hiring of the additional Health Physics personnel near OL.
Adequate shift covereage was expressed by the inspector as being of primary consideration.

(0 pen) (IFI) 395/80-33-02, Health Physics Training Licensee repre-sentatives informed the inspector that station orientation is nearing completion and will be completed by February, 1982. A 40 hour4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> Radia-tion Protection training program for Operations and other radiation workers has been completed. Health Physics Groups training for all Health Physics Staff has been partially completed.
This, includes Qualification Form training and " hands on" type training to demonstrate proficiency in the specific job area to which an individual is to be assigned. The inspector informed management that the training needs to be completed prior to fuel loading to the extent necessary to allow the Health Physics Supervisor to review all training documentation and verify that all required training of the HP staff has been completed.
This item will be reviewed during a subsequent inspection.
c.
(0 pen) (IFI) 80-33-03, RCA Access Control. This item concerns traffic control relating to the Radiation Control Area. New doorways have been opened but the doors were not hung. Floors and wall areas had not been finished for contamination control. Additional barriers had not been erected. This should be completed by mid-January and will be observed on a subsequent inspection.

(0 pen) (IFI) 80-33-04, Hot Machine Shop Ventilation.
The inspector observed that three portable ventilation systems were now on site and stored in warehouse B.
The units contain pre-filters and HEPA filters.
Fencing had not been installed to enclose doors which open to the outside from the machine shop.
This item will be reviewed on a sub-sequent inspection.

(Closed) (IFI) E0-33-05, Tool Decontamination Room.
Equipment was observed to be now installed and connected. The inspector pointed out that individuals working in this area should be well trained, qualified and conscientious to assure contamination control. Licensee represent-atives stated that the personnel will be specifically trained to work in this area and frcluent surveys will be.made in the area to promptly reveal any contamination problems.
The insocctor had no further questions.
f.
(0 pen) (IFI) 80-33-06, Whole Body Counter. The whole body counter is in place but has not been calibrated. Licensee representatives stated that the calibration standards should be received by about January 1, 1982. This will be reviewed in a subsequent inspection.
g.
(0 pen) (IFI) 80-33-07, Area Radiation Monitors. The inspector observed that several areas monitors were not installed or only partially installed.
Licensee representatives stated that the area monitoring systems should be released from construction by the end of December, 1981 and calibrated by mid-January, 1982. This item will be reviewed on a subsequent inspection.

(0 pen) (IFI) 80-33-08, Respirator Fit Booth (Closed) and Maintenance Area (0 pen). The respirator fit booth is now set up and operational.
The inspector had no further questions. The facility and equipment for the respirator maintenance, storage and issuance was incomplete. This item will be reviewed on a subsequent inspection.

(0 pen) (IFI) 80-33-09, Bicassay (0 pen) and Respiratory Protection Procedures (Closed). The Bioassay Procedures were not complete and the work required to complete and approve the procedure should be finished by the first of January,1982. This will be reviewed on a subsequent inspection. The Respiratory Protection Procedures were reviewed by the inspector and he had no further questions. This item is closed.
j.
(0 pen) (IFI) 81-11-01, Installation of Liquid Monitors. Liquid efflu-ent monitor RM-L5 was installed with long sample lines which raised the question of timely isolation capability. Liquid effluent monitor RM-L9 was located so close to the isolation valve there was the question of release of a large volume before the valve closed. Piping changes and engineering evaluations were being made and licensee representatives stated that this should be completed about mid-February.
This item will be reviewed at the time of a subsequent inspection.

(0 pen) (IFI) 81-21-01 Filter Drain and Vent Connections. The inspector j
observed that in a number of filter cubicles, filter, drains and vents l
had not been changed in that some vents were capped, drains fitted with l
blanks or piped to discharge on the floor. SFR (Start-up Field Report)
j 5040 was issued November 19, 1981, and licensee representatives stated i
that a construction permit to begin the work was being issued

(0 pen) (IFI), 81-21-02 Verification of Tank Volumes.
Licensec repre-sentatives stated that no action had been taken on this item and the inspector stated that the item would remain open to be inspected later.
m.
(0 pen) (IFI) 81-21-03, Waste Compactor Installation.
Licensee repre-sentatives stated that the waste compactor will be moved to the mez-zanine storage area for compactible materials and the exhaust vent from the compactor will be connected to the filtered Auxiliary Building Plant Vent. This is expected to be completed by mid-February,1982 and the item will be inspected on a subsequent inspection.
