Preoperational Test Program Implementation (70302)

I The inspector reviewed portions of Unit 2 Startup Manual to verify that methods have been established for the turnover of plant systems to the

l startup group and that detailed guidance had been provided for the conduct of preoperational testing.

The inspector found that the Startup Manual contained well stated and explicit procedures for the control of startup activities. The inspector

,

expressed a concern, however, in that no procedure clearly states what the j

criteria is for the continuation of an interrupted test. The licensee i

indicated that a change to the Startup Manual procedures would be made to provide the criteria for test resumption. The inspector identified this as a followup item (389/82-48-01).

The inspector reviewed three system turnover packages to verify that administrative controls had been implemented as required by SQP-64 Turnover and Inspector Status.

Systems ' selected for review were CTO-36B CVCS Letdown, CTO-37 High Pressure Safety Injection and CTO-100 Hot Shutdown Panel. The requirement for turnover of systems appears to be satisfactory.

The inspector informed licensee management that, of the 14 release for test forms issued for CTO-37, form No. 5 was missing.

The licensee indicated that this area would be reviewed.

The inspector selected CTO-36B and CTO-37 to verify that tagging of compo-nents had been accomplished consistent with turnover jurisdictional controls, ASP-8 Site Tagging Procedure and SQP-64 Turnover and Inspection Status.

The inspector noted that system and component tagging had been accomplished. The spot check did reveal however, that over a period of time, some of the tags from components and valves were lost. The inspector expressed a concern that tagging controls may have deteriorated to where portions of systems have insufficient tags, hence construction personnel are not aware of startup jurisdictional control.

The licensee indicated that tagging requirements would be re-emphasized and that startup engineers would examine systems under their cognizant to correctly replace the tags. The inspector had no further questions in this area Within the area inspected no violations or deviations were identified.

6.

Preoperational Test Witnessing (70312)

The inspector witnessed portions of preoperational test 2-0010090, Cali-bration and Functional Testing for Installed Instrumentation and Control Equipment. The test that was observed was the calibration of,the reactor cold log RTD temperature indicator TI-1125-1 at the remote hot shutdown panel.

The inspector verified that testino was being conducted in accordance with the procedure and that test data was being recorded properly and met procedure acceptance criteria.

Within the areas inspected no violations or deviations were identified.

Plant Tour (71302)

The inspector toured the control room, reactor auxiliary building, contain-ment building and the diesel generator building to observe work activities in progress, housekeeping and tag controls on equipment.
