Results Of the three areas inspected, no violations or deviations were identified.

Exit Interview The inspection scope and findings were summarized on July 2,1982, with those persons indicated in paragraph 1 above. Licensee management acknowl-edged the inspection findings without significant comment.

5.
Plant Tour (713028)
The inspector toured the control room, auxiliary building, containment building, and the diesel generator building to observe work activities in progress, housekeeping and tag controls on equipment. -
Within the areas inspected no violations or deviations were identified.
6.
Preoperational Test Program (70302B)
The inspector held discussions with the Startup Superintendent and members of his staff concerning the status of plant system turnover, test sched-uling,. test procedure issuance and the schedule for integrated hot func-tional testing.
The licensee indicated that an early September 1982 time frame is planned to start hot functional testing.

The inspector reviewed portions of the licensee's Startup Manual regarding the startup organization, training requirements, and the startup program administrative controls.
Within the area reviewed no violations or deviations were identified.
7.
Emergency Operating Procedures (424528)
A discussion was held with licensee inanagement on the status of emergency operating procedures (EOP) for St. Lucie Unit 2.
The licensee explained that E0Ps are being prepared, but approval is being held until the technical guidelines and a writer's guide are issued. The E0Ps being prepared will comply with action item IC1, NUREG 0737 Clarification of TMI Action Plan Requirements.
Procedures for St. Lucie Unit 2 are currently being prepared using QI 5-PR/PSL-1. This instruction provides guidance for procedure preparation, revision, and approval to comply with Regulatory Guides 1.33 and 1.68.
A format and technical content are described within this instruction.
Licensee management stated that it is their intention to have E0Ps issued with sufficient time for operator training and NRC inspector review.
