Facilities Radiation Protectioru Section Inspection Summary Inspection on September 28 and 29, 1981 (Report No. 50-373/81-35)_

Areas Inspected: Routine, u announced inspection of completed preoperational systems demonstrations and tests, radiation protection procedures, open in-spection items, and IE Circulars. The inspection involved 18' inspector-hours onsite by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

General This inspection, which began at 8:00 a.m. on September 25, 1981, was conducted to examine complcted preoperational systems demonstrations and tests, radiation protection procedures, open inspection items, and IE Circulars.

Raciation Protection Procedures:

The inspector reviesei the following new or recently revised radiation protection procedures. They appear tr,be compatible with regulatory requirements and FSAR commitments:

Area Radiation Monitoring Syntem Three area radiation monitors need to be relocated to perform their intended function. Facility change requests have 'veen written and 1pproved, and relocation is in progress.

Radwaste Operating Procedures Radwaste operating procedures need major revision. The inspector reviewed the recently revised procedures. No significant prob-lems were noted.

IE Circular No. 81-07

The licensee's actions in res;onse to IE Circular No. 81-07, " Control of Radioactively Contaminated Material," were reviewed.

The licensee revised Procedures LRP 1130-1 and Lpr 1430-1 to include acceptable contamination survey instrument sensitivities. No problems were noted.

6.

Preoperational Tests and Systems Demonstrations The following systems test and demonstration packages have been completed and reviewed by the licensee. The inspector reviewed the completed packages. Outstanding deficiencies, which include purchase and installation of higher capacity pumps in the liquid radwaste test, and various indicating light alterations, appear to be adequately addressed by facility change requests. No significant problems were noted.

Exit Meeting The inspector met with licensee representatives (denoted in Section 1)
