inspection covered: Security Plan and Implementing Procedures; Security Organization - Response; Security Program Audit; Records and Reports; Testing and Maintenance; Locks, Keys, and Combinations; Physical Barrierr,

- Protected Area; Physical Barriers - Vital Area; Security System Power Supply; Lighting; Assessment Aids; Access Control - Personnel; Access Contrcl - Packages; Access Control - Vehicles; Detection Aids Protected Area; Detection Aids - Vital Area; Alarm _ Stations; Communications; Guard Training and Qualification Plan; and ContinRency Plan. The inspection involved 163 inspector-hours onsite by four JRC inspectors.

Results: Based on this pre-operational inspection, a total of four new findings were identified. A review of our findings showed that of 41 items identified on a previous security pre-operational inspection, the inspectors were able to close eight of these items. The above noted findings do nct represent noncompliance but only represent items which must be completed and/or considered prior to fuel load.
