Facilities Radiation Protection Section Inspection Summary Inspection on August 5-7, 1981 (Report No. 50-373/81-27)
Areas Inspected: Routine, unannounced preoperational inspection of Rad / Chem Technician refresher training, radiation protection procedures, open inspection items, and IE Bulletins and Circulars. The inspection involved 25 inspector-hours ansite by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

General This inspection, which began at 8:30 a.m. on August 5, 1981. as conducted to examine Rad / Chem Technician refresher training, radiation protection procedures, open inspection items, and IE Bulletins and i
Circulars.
3.
Rad / Chem Technician (RCT) Training and Qualifications The licensee is currently conducting a five week refresher training course for all RCTs. Testing is conducted at the end of each one week module. The second module is currently being taught. This training satisfies the retraining requirement for 1981. The in-spector attended portions of classes in 3ession during the inspection and reviewed training outlines and completed tests. The inspector noted that some RCTs had done poorly on the test conducted at the end of the first module. This matter was discussed with licensee management, who previously committed to certify the qualification of each RCT before fuel load.
Licensee management representatives were aware of the problem.

to be performed in future years. The proposed training is ti include certain specified subjects and procedural changes; RCTs will be asked for retraining reccerendations.
The proposed program was described to the inspector by the Training Supervisor. No problems were noted.

Unresolved and Open Items The following matters were noted by the inspector during previous inspections.
Corrective actions were reviewed during this inspection.
a.
Station Vent Monitor Sample Piping The station verd nitor sample piping appaared to contain potential particu. ate traps.
It was later found that this piping must be replaced in response to NUREG 0737 requirements.
Replacement has not been completed. This item is therefore considered closed.

b.
Cooling Water for Evaporators It was learned that the licensee intended to cool the floor drain and chemical waste evaporators with service water instead of reactor building closed cooling water as stated in Section 9.2.3 of the FSAR.
This matter was referred to NRC Headquarters for resolution. This change was considered and approved by NRR during their SER review.

Process Radiation Monitoring Preoperational test PT-PR-101 contained an incorrect sequence of tests for several process monitors. The test procedure has been revised. No additional problems were found.

Solid Radwaste Four air cylinder operated valves and associated limit switches in the solid radwaste packaging system did not appear to meet the FSAR commitment concerning remote operation or location in low radiation areas.
In accordance with an agreement made with NRR, the licensee has equipped these valves with reach rods. The in-spector has no further questions at this time.

The licensee had no quality control program to ensure that the type of cement purchased wezs compatible with the process method.
The licensee has established a proposed process control program, which includes cement type, which will be submitted to NRR for review. The inspector has no further concerns at this time.

IE Bulletin No. 79-19 The licensee's actions in response to IE Bulletin No. 79-19, " Packaging of Low-Level Radioactive Waste for Transport and barial," were reviewed.
No significant abnormalities were identified during the licensee's review.
No problems were noted.

As a result of a past inspection finding concerning inconsistencies between qu(lity assurance, radiation protection, and radwaste pro-cedures, the licensee committed to perform a management directed audit of activities associated with the packaging and shipping of radioactive materials before fuel load.

inspector suggested to licensee management tha' matters discussed in IE Bulletin 79-19 be included in this audit. The licensee acknow-ledged the suggestion and stated that the matter would be considered.
7.
IE Circular No. 78-03 The licensee's actions in response to IE Circular No. 78-03, " Packaging Greater Than Type A Quantities of Low Specific Activity Radioactive Material for Transport," were reviewed. The licensee revised procedure LRP 1520-1 to include precautions concerning greater than Type A quan-tities of LSA materials. No problems were noted.

8.
Exit Meeting The inspector met with licensee representatives (denoted in Section 1)
at the conclusion of the inspection on August 7, 1981. The inspection scope and remaining open items were discussed.
In response to comments made by the inspector about RCT retraining test scores, the licensee acknowledged the comments and said that the matter would be reviewed and investigated.
