Reactor Construction and Engineering Support Branch Enforcement Conference Summary Enforcement Conference on January 29, 1981 (Reports No. 50-373/81-05; 50-374/81-04).

Areas Covered: Discussion of the findings of an inspection conducted at Reactor Control Inc. relating to CRD system design and installation activities. This Enforcement Conference involved a total of 14 hours1.62037e-4 days <br />0.00389 hours <br />2.314815e-5 weeks <br />5.327e-6 months <br /> at the Region III office by seven NRC staff members.

Results: No items of noncompliance or deviations were identified as a result of this Enforcement Conference.

Enforcement tonference The purpose of this Enforcement Conference was to discuss the major deficiencies identified during an inspection conducted by Mr. I. T. Yin on November 5, 13-14, 1980 (Region III Reports No. 50-373/80-48; 50-374/80-30) of activities underway by Reactor Controls Inc. (RCI).

who is providing the design and the installation for Control Rod Drive System for the La Salle County Station.

The principal areas discussed were:

(1) quality assurance program

deficiencies found in the areas of organizational interfaces, personnel I

authorities and responsibilities, design control, ASME Code qualification documentation for Unistrut P-1000, and document control, (2) the lack of detailed implementing procedures for design, installation, and inspection activities, (3) the failure of CECO audits to identify these RCI program deficiencies and (4) the failure to resolve CECO outstanding audit de-ficiencies found at RCI in a timely manner.

In response, the licensee's staff acknowledged the quality assurance l

program and audit deficiencies, presented their views on the circum-I stances which led to our findings, and provided information regarding-2-l l

O actions underway to correct the noncompliance identified in our November 1980 report. The licensee's corporate management confirmed its intent to correct all matters responsibly and comprehensively and to upgrade their quality assurance program.
