Gentlemen:
This refers to the Enforcement Conference conducted by Mr. A. Bert Davis
and others of this office on January 29, 1981, at our office in Glen Ellyn,
Illinois with you and others of your staff.
The enclosed copy of our report identifies areas discussed during the
Enforcement Conference. As indicated in the enclosed report, this
Enforcement Conference was to discuss the findings of an inspection
conducted by Mr. I. T. Yin on November 5,13, and 14,1980.
It is our view that your quality assurance program was not effective as
related to the design and installation of the Control Rod Drive System
for the La Salle County Station.
It is necessary that you upgrade your
program before rework of this system is performed.
We have received your February 3, 1981 letter relating to the matters
discussed in this Enforcement Conference. This letter will be responded
to in separate correspondence from us.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the en-
closed Enforcement Conference report will be placed in the NRC's Public
Document Room, except as follows.
If this report contains information
that you or your contractors believe to be proprietary, you must apply
in writing to this office, within twenty-five days of the date of this
letter, to withhold such information from public disclosure. The
application must include a full statement of the reasons for which the
information is considered proprietary, and should be prepared so that
proprietary information identified in the application is contained in
an enclosure to the application.
