SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT N0. 50-327,329/88-07)
This refers to the NRC inspection conducted on January 25-29, 1988, at Sequoyah Nuclear Plant, Units 1 and 2, to review your corrective actions relative to the procurement inspection findings of NRC Inspection Report (IR) 50-327,328/86-01 and IR 50-327,328/87-40. During the inspection, the report of which was sent to you on April 14, 1988, a violation of NRC requirements was identified.
The enclosed Notice of Violation addresses TVA's failure to take adequate correc-tive action to correct deficiencies in the area of procurement of safety-related equipment which were identified in TVA's Nuclear Safety Review Staff Report R-84-17-NPS and NRC Inspection Reports 50-327,328/86-61 and 50-327,328/87-40.
The cause of this violation was that TVA personnel failed to follow procedures specifically established to correct the identified procurement deficiencies.
While the actions taken by TVA during the January 1988 inssection were adequate to allow restart of Sequoyah Unit 2, TVA needs to ensure t1at long-tem correc-tive actions taken with regard to the enclosed Notice will accomplish the required results.
In addition to the information requested below and in the enclosed Notice, TVA's response should specifically address how TVA will ensure that the planned corrective actions will be adequately implemented and that personnel will follow the procedures established for piece parts dedication.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation described in the enclosed Notice has been classified at a Severity Level IV.
You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response.
In your response you should document the specific actions taken and any additional actions you plan to prevent recurrence. After reviewing your response to this Notice, including your proposed corrective actions and the results of future inspections, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements.
