SUBJECT: INSPECTION REPORT NOS. 50 327/88 12 AND 50-328/88-12

This letter forwards the results of a special inspection of the open restart

issues in the civil calculation area for the Sequoyah Nuclear Power Plant

conducted at TVA's Knoxville offices between February 15 and February 19, 1988.

The inspection team reviewed TVA's implenentation of the Sequoyah rigorous pipe

support calculation regeneration effort, TVA's corrective actions related to

open issues on the civil calculation program and specific corrective actions

-

related to open restart items from past NRC team inspections. Based on the

results of this inspection, all open restart issues. relating to TVA's civil

calculation effort were resolved. Although the restart issues were resolved

for Sequoyah, several issues involving TVA's post-restart corrective actions

remain unresolved. These unresolved issues are sumarized in Appendix D of

this inspection report. In addition to the open restart issues in the civil

calculation area this inspection report provides a summary of all open issues

identified in previous design baseline verification program and calculation

> program inspections and identifies the basis or reference for restart closure.

These items are sumarized in Appendices A and B. Several items were closed in

this inspection report based on TVA comitments to perform additional post-

restart actions. These cocinitments are either contained in TVA correspondence

to the NRC which is referenced in the inspection report or verified as entered

in TVA's Corporate Comitment Tracking System.

In accordance with 10 CFR 2.790(a), a r:opy of this letter and the enclosure

will be placed in the NRC Public Document Room.
