Areas Inspected This routine, unannounced inspection involved 31 inspector-hours onsite in the areas of Unit 1 Refuel Shutdown planning, annual Emergency Plan Drill, plant tour, Licensee Event Report review, and IE Circular and Bulletin review.

Results Of the five areas inspected, no apparent items of noncompliance or devia-tions were identified.

Exit Interview The inspection scope and findings were summarized on January 12, 1979 with those persons indicated in Paragraph 1, above.

Licensee Action on Previous Inspection Findings Not inspected.

Unresolved items Unresolved items were not identified during this inspection.

5.

Shutdown Planning The inspector reviewed and discussed with appropriate plant personnel scheduling and planning activities for the refuel shutdown commencing January 13, 1979 on Unit 1.

Within the scope of review, no problems were identified.

6.

Emergency Plan Drill The inspector observed the annual Emergency Plan drill and critique conducted by the licensee on January 11, 1979. Minor comments developed by the inspector were discussed with Mr. A. C. Tollison to be considered in their overall evaluation of the dril.

Plant Tour The inspectors toured the reactor buildi.7g's radwaste building, control rooms, portions of turbine building and yard areas.

Within the scope of tour and observation, no problems were identified.

8.

Licensee Event Report Follow-Up The below listed licensee event reports were reviewed in office for potential generic problems, to detect trends, to determine if the information provided meets NRC reporting requirements, and to consider whether corrective action reviewed appeared appropriate.

All reports were further reviewed at the site to verify adequacy of information provided, corrective action taken and compliance with Technical Specifications and other regulatory requirements.

The inspector examined internal reports, correspondence, operating records and discussed events with appropriate personnel.

Examples of administrative control problems in these areas were presented by the inspector.

The Plant Manager stated they would review their administrative practices in these areas.

IE Circular and Bulletin Follow-Up The inspector reviewed the status of outstanding circulars and bulletins and reviewed the licensee actions.

As a result of these reviews, the following bulletin is considered closed.

IEB 78-10, Bergen-Paterson Hydraulic Shock Suppressor Accumulator Spring Coils
