Fire Protection aad Safe Shutdown Systems Features

The inspectors reviewed selective records and visually verified the completion status of commitments made to NRR for startup of Unit 1.

2-The inspectors determined that approved written procedures were utilized as appropriate in the areas of installation checks, flush and hydro of systems and acceptance testing.

The inspectors also determined that the licensee was in the process of revising operating and surveillance test procedures as appropriate to accomodate new or modified systems and Technical Specifications.

Installation and construction work is more than 90 percent completed.

Work remaining included the installation of some piping and deluge valves for sprinkler systems. Functional testing of some systems and a majority of the completed work packages have not been reviewed by the operations department.

The licensee expects all committed modifications to be completed prior to the startup of Unit 1 on approximately April 7,1979. Completion of these modifications will be verified later by NRC. The review of completed work package records will be reviewed by NRC inspectors at subsequent inspections.

Within the areas inspected no items of noncompliance or deviations were identified.

The inspectors determined that the following items relating to Unit startup were in process or close to completion.

Torus to reactor building vacuum breakers modification Reference LER 1-78-82 b.

Feedwater pipe whip restraint modification in drywell. Reference LER 2-79-007 Miscellaneous pipe support modifications. Reference LER 1-78-92 c.

Previous Unresolved Item Inspection Report 50-324/79-7 identified at unresolved item (324/79-07-02)

concerning apparent missing record of performance of PT 6.1 for April 1978.

The licensee had since found the record and the inspector reviewed as satisfactory PT 6.1 for April 1978. This item is closed.
