Results: Within the area inspected, no violations or deviations were identified.

l Review of the licensee's snubber surveillance program indicates that the program is a well organized program, and supervised by technically competent personnel. This is considered as a strength in the program.

Review of the licensee's Inservice Inspection (ISI) program indicates that more management attention is needed, particularly because the licensee is takingovertheISIprogramfromcombustionEngineering(CE). Management should assess the adequacy of staffing and engineering support for the ISI program to assure that the intent of ASME Section XI requirements for examination are met. There are two inspector followup items discussed in this-report, s

The inspector reviewed procedures, performed field examinations, and reviewed inspection data. pertaining to safety-related pipe supports.

't (1)~ Procedures i

The inspector reviewed several procedures pertaining to the ISI

<

pipe support program. These procedures are listed in Attachment 1.

,

p During the review of Procedure 1092.23, paragraph 6.18 the

'

inspector observed a note in the middle of the paragraph stating that. " Improper spring can setting is when the indicating pointer is pegged at the hot setting or cold setting." The"

,

inspector considered this note to be not acceptable because industry practice has been to establish tolerances for spring hanger settings.

Further review, however, indicated that this issue was recognized by the licensee as evidenced by correspondence within the' licensee's engineering department to resolve this issue by establishing an acceptance criterie hich includes tolerances for spring hanger settings..The licensee plans to incorporate this acceptance criteria in~the next revision to Procedure 1092.23. This item is considered to be an inspector followup item.

(2) Field Examinations

The. inspector conducted walkdowns in the field to, examine various supports identified under the ISI program. The supports examined are listed in Attachment 2.

No' deficiencies were identified.

(3) Program Review

,

,

As a result of the review of the ISI program for Unit 2 and discussions with licensee personnel, the inspector developed a

concern as to whether the program for Unit 2 met the ASME Section XI code requirements.

The licensee appeared to be confused with_the percentage of examinations for Class 1 and 2 supports that were and remained to be performed over the 10-year inspection interval.

Further investigation by the inspector indicated that the

licensee's vendor. Combustion Engineering (CE), had established l.

CE's program met

ASME Section XI code requirements. However,'during the licensee's process of adding up the total number of Class 1 and 2 supports to be examined, the licensee's figures did not match L

CE's figures. The licensee was in the process of reverifying

their figures. This item is considered to be en inspector followup item until accurate figures are finalized by the licensee.

from CE. However, it appears to the inspector that more management attention and additional staffing are needed to assure.

This is necessary because of the apparent confusion regarding code requirements in the licensee's ISI group.- Lack of staffing and management involvement appears to be a weakness in the ISI

program that covers pipe supports and restraints.

Snubber program

'i (1) Procedures-The inspector reviewed several procedures and the Technical Specifications-(TS) relating to snubbers. Procedures reviewed were adequate and in compliance.with TS. Procedures reviewed are listed in Attachment 1.

-(2) Observations

,

The inspector accompanied personnel from Wyle Laboratories, the

,

licensee's vendor, on their visual examination tour of snubbers.

The inspector also performed an independent examination of additional snubbers,inside containment.

Observation and discussions with Wyle inspectors indicated that they were knowledgeable of required inspection attributes in accordance with established procedures. Deficiencies identified were properly documented on appropriate inspection forms. All evaluated by the licensee snubber coordinator.

by Wyle Laboratories._ Observations indicated that Wyle;followed their procedures and that the supports were within the acceptance I'

' criteria.

'L The inspector reviewed Visual Examination (VT)-3 examination

data, personnel qualifications, calibration records of the. test equipment used, functional test results and any evaluations or condition reports initiated by the licensee's. snubber coordinator.

Review of examination and test results indicated that deficiencies identified were noted and documented; results of the data were either within the established' acceptance

-

J criteria, or were properly evaluated by the snubber coordinator; personnel performing VT-3 examination and VT-4 functional i

testing were qualified; and proper instructions and procedures were followed.

Documents and data reviewed are listed in i

Attachment 2.

Condition reports reviewed by the inspector indicated that approximately 12 snubbers (Model AD-71R) had reached their lower limit or bottomed out. These snubbers were identified during the VT-3 examinations performed by Wyle. The snubber

,,

coordinator has submitted these condition reports for engineering evaluation.

(5) Conclusion The overall snubber program is a good program, and supervised by technically competent personnel.

No violations or deviations were identified.
