Gentlemen:
This refers to the inspection conducted by Mr. J. A. Kelly of this office

during the period- February 27 through March 3,1989, of activities authorized
by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, Units 1
and 2, and to the discussion of our findings with Mr. E. Ewing and other
members of your staff at the conclusion of the inspection.
Areas examined during the inspection included.the security program. Within
these areas, the inspection consisted of selective examination of procedures
and representative records, interviews with personnel, and observations by the
NRC inspector. The inspection findings are documented in the enclosed
inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed report. We are concerned about Open
Items 313/8512-09; 368/8512-09 and 313/8731-02; 368/8731-02 for which action
has not been completed. We recognize that you have devoted considerable
effort in these areas and that some unexpected problems have been. encountered,
but we need to know when these items will be completed. Accordingly, please
provide us, within 30 days of this letter, a schedule regarding completion
dates for these items.
The material enclosed herewith contains Safeguards Information as defined by

10.CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
