lhe scenario for the medical emergency drill was reviewed to assure that provisions were made to test specific functions in the licensee's energency plan pursuant to 10 CFR 50.47(b)(14), Paragraph IV.F of Appendix E to 10 CFR 50, and specific guidance promulgated in Section I of NUREG-065 The scenario developed for the remedial radiological niecical emergency drill fully exercised the participating groups of the site energency j response organization and an offsite support egency. detailed training and assignment' of shif t supervisors as integral members-of the medical emergency response teams (NERT); (2) assignment of shift supervisor to direct, manage and control the response and all activities of each MERT member and associated personnel, including security, health physics, and attending offsite support personnel; (3) inventory of secured medical energency kits to assure that all required equipment and l

items are enclosed therein; and (4) health physics practices and contamination control. The drill demonstrated that the most significant improvement was the assignment of a shift ' supervisor to each MERT.to effectively manage, direct, and control the team's activities throughout l

Observation of the remedial medical emergency drill of September 3,1987, disclosed significant improvement in contamination control and health physics practices. Inspection further disclosed that detailed training of medical energency team personnel and required support personnel was conducte (Closed) IFI 50-302/86-18-02: Provide medical energency team with assigned emergency kits for imediate response to such emergencie Observation of the remedial medical emergency drill cited above, confirmed that the medical energency team was provided with required emergency medical kit (Closed) IFI 50-302/86-18-03: Required training of security personnel regarding duties in response to ensite medical emergencies. - SCENARIO:

A worker is using a hand. grinder.in the welding. tent in.the Hot Machine Sho He is wearing full protective clothing and a respirator. As he is working, the

. grinder slips out of his hand and falls on the table. . The spinning wheel

' forces.the machine across the table top and against his forearm causing a deep

- wound that is-bleeding heavil When he sees the injury, he panics, runs out of the tent, across the stepoff pad calling to his co-workers. Another worker rushes up to him and checks the wound. The injured man begins to feel very dizzy and his skin is cool, clammy and pale. He sits down on the floor because he feels like he may fain The Control Room and Health Services should be notified and the Medical Emergency Team (MET) dispatched.
