Areas Inspected:
Radiological environmental monitoring program including; management controls, quality control of analytical measurements, inspection of environmental monitoring stations, review of environmental monitoring data, review of radiological environmental monitoring procedures and implementation of the monitoring program. The inspection involved 22 inspector-hours onsite by one NRC inspector.
Results: Of the six areas inspected, no items of noncompliance or deviations were identified in five areas; one apparent item of noncompliance was identified in one area (Deficiency)
failure to meet analytical sensitivities on environmental samples (78-14-01) (paragraph 7).

Noncompliance (302/77-12)
Failure to meet analytical sensitivities on environmental samples as required by section 3.2.2 of the environmental technical specifications.
This item, previously identified by the inspector had not been fully corrected as of December, 1977, although licensee response letter dated August 22, 1977 stated that full compliance would be achieved by November 11, 1977. This item will remain open pending receipt from the licensee of a written response indicating satisfactory resolution of the item.

Manage Controls Section 5.1 of the Environmental Technical Specifications (ETS)
a.
contains provisions for assignment of responsibility to organizations and individuals to conduct the Radiological Environmental Monitoring program. The organization has changed somewhat and the licensee has submitted a request to NRR for revision of the ETS to reflect the change. The inspector made the finding that the changed organization apparently offers management control equal to the previous program.
b.
Section 5.3 of the ETS makes provisions for auditing the environmental monitoring program. The audit program provides a system for accomplishing corrective action and reporting the results of audits to management and supervision. The results of a licensee audit conducted September 23, 1977 were reviewed by the inspector and he had no further questions.
At the time af the last inspection (77-12) the inspector expressed

concern about the apparent inadequacy of the review being given environmental data and reports. This inspection revealed marked improvement in this area.
d.
The inspector had also commented during the l'ast inspection that the delay in receiving environmental data from the Laiversity of Florida had been inordinately long. The inspector determined by discussion and record review that the delays had been alleviated.

The inspector verified that the licensee had formally approved environmental monitoring program procedures as specified in r
section 5.3 of the ETS.
5.
Quality Control of Analytical Measurements
-
The inspector reviewed the quality control programs for two contractors, the State of Florida and the University of Florida. The Q.C. programs include duplicate sample analysis, intercomparison of analysis results with outside groups and predetermined action limits for analytical measurements that require corrective action.
The programs appeared adequate to implement Section 3.2 of the ETS.

6.
Implementation of the Environmental Monitoring Program a.
The inspector inspected all of the air monitoring stations and associated TLDs as well as other solely TLD stations. At the time
-
of the last inspection the inspector noted that the tubing on air monitoring station number C-41 was partially collapsed. Licensee-
'
representatives stated at the time that the faulty tubing would be replaced. The inspector observed that the tubing connecting the flow meter on station C-41 was not in good condition.
Other tubing in the station appeared to be in satisfactory condition, therefore, actual collection of samples has not been effected.
Licensee representatives stated that the tubing to the flow meter will also be replaced. All stations were found to be operable and all TLD's were in place.
The tubing will be reexamined on a subsequent inspection.

There was no actual sample collection in progress for the inspector to observe.
b.
At the time of the last inspection the inspector pointed out that the University of Florida did not have a flow calibration i
procedure for air monitoring stations.
The inspector reviewed the flow calibration procedure generated by the University and had no further questions. Flow calibrations stickers on the air N
monitoring stations indicated that they had been calibrated at j
the frequency required by the procedures.
The inspector reviewed the results of garden census and cow census c.
and it appeared that the requirements of Sections 3.2.1.1 and 3.2.1.2 of the ETS had been met.
d.
The inspector reviewed data and licensee reports for the environmental monitoring program and made the determination that the requirements of Section 3.2.2, Table 3.2-2 were apparently met with respect to sampling locations and frequencies. Review of records, reports and discussions with licensee representatives revealed that the reporting requirements of Section 5.6 of the ETS have apparently been met.

The inspector reviewed data and reports for obvious mistakes, anomalous measurements and observed biases or trends. At the time

of the last inspection (RII Rpt. No. 50-302/77-12) the inspector expressed concern that reports and data apparently had not been carefully reviewed.
Licensee representatives informed the inspector that the individual responsible for reviewing the data had been involved in training the preceding three months. As of this inspection the inspector found improvement to a satisfactory status for reviews and handling of data. Also, apparently proper followup action was taken for anomalous results.

-Analytical Sensitivity of Environmental Sample Measurements
.
During the last inspection (RII Rpt. Nr
~ -302/77-12) review by an sample results revealed inspector of 1976 environmental radiol,
..t numerous instances where analytical sensitivities did not meet those required by Section 3.2.2, Table 3.2-5 of the ETS for soil, vegetation; fish / meat / poultry.
(78-14-01) The licensee was informed by enforcement letter dated August 5,1977 that the' failure to meet the required sensitivities constituted noncompliance.
Licensee response letter dated August 22, 1977 stated that full compliance would be
,
achieved by November 1,1977.
Licensee Event Reports:
77-111E, 77-134E, 77-141E, 77-144E and 77-164E show that numerous LLD's continuec to be exceeded into December 1977. Review of records and discussions with licensee representatives revealed that the incidence of exceeded LLD's had been reduced. A licensee representative stated that it is now felt that the LLD's can be met as specified in Section 3.2.2, Table 3.2-5 of the Environmental Technical Specification, except potassium-40 for which a revision to the ETS is being requested from NRR.
Meeting the LLD's apparently involves further refinement in the analysis system, larger sample size, extended counting time and improved geometry of sample to detector.
The licensea's Annual
,
d Environmental Operating Report for the year 1977 states that the annual LLD's for 1978 will be within the ETS requirements.
Licensee representatives were informed that the continued failure to meet the ETS specified LLD's would require a written licensee response to an enforcement letter verifying that corrective action had been completed. LER's 77-111E, 77-134E, 77-141E, 77-144E and 77-164E are closed.
8.
Other Licensea Event Reports Licensee Event Reports 77-129E and 77-133E reported that four weekly air samples for September 30-October 7,1977 showed radioactivity in excess of ten times the control station activity. The reports were submitted as requied by ETS, Section 5.6.2.C(2). The activities were
3 1.87 pCi/m for gross beta and 0.13 pCi/m for iodine - 131. Licensee investigation and evaluation of these anomalous findings resulted in

l the licensee conclusion that the apparent cause was Chinese nuclear weapons tests on September 19, 1977. The levels were relatively low

and coincided with similar findings elsewhere in Florida. The licensee
!
conclusion is reasonable and this matter (LER 77-129, 77-133E) is
,
considered closed.
