DEC 21931 Docket No. 50-295 Docket No. 50-304 Commonwealth Edison Company ATTN:

Mr. Cordell Reed Vice President Post Office Box 767 Chicago, IL 60690 Gentlemen:

Thank you for your letter dated October 26, 1981, in response to our concerns regarding your gaseous radwaste system integrity and your evaluation of the chemistry and radiation protection organizational structure. These concerns were addressed in our letter dated September 21, 1981.

In addition to the information contained in your letter, we understand, based on telephone discussions with Mr. Plim1 on November 10, 1981, and Mr. Cascarano on November 20, 1981, that:

1.

You determined that contir.ued operation with possible leakage in your gaseous radwaste system does not constitute an unresolved safety question as addrersed by 10 CFR 50.59.

2.

Installation of one remaining nitrogen flow instrument in the cover gas system is in progress, and that an alteration of the meters to increase sensitivity is being considered.

3.

Several leaking components in the gaseous radwaste system have been successfully identified using a helium leak detection method.

4.

Grinnell valve diaphragm replacement parts have been received and the replacement program will begin as soon as plant operational conditions permit.

Your daily balance checks indicate that the integrity of the waste gas system has been improved by your recent leak detection and
