Inspection Summary:

Inspection on August 12, 1981 (Reports No. 50-295/81-19; 50-304/81-15)

Areas Inspected: Routine, announced inspection of the response by the licensee's organization during a scheduled site assembly drill conducted by the licensee. The inspection involved three inspector-hours onsite by one NRC inspector.

Results: For the area inspected, no items of noncompliance or deviationo were identified.

Licensee Action on Previously Identified Items Related to Emergency Preparedness (Closed) Significant Appraisal Finding 295/81-13-08; 304/81-09-08:

Backup communications with Wisconsin Division of Emergency Government.

The inspector vecified that a backup National Warning Systea direct phone to the Wisconsin Division of Emergency Government had been installed in the Control Room, and that the Coutrol Room had a copy of a procedure for its use.

Zion Station Emergency Plan Implementing Procedures (EPIPs) 110-1 and 440-1 should be revised to incorporate the use of this phone.

Drill The inspector observed the response by the licensee organization during a scheduled assembly drill conducted on August 12, 1981. This drill consisted of sounding the assembly / evacuation alarm, and accounting for all personnel onsite by using the EPIP entitled " Assembly Procedure,"

(EPIP-360-2).

The drill began at 11:14 a.m. with the sounding of the assembly / evacuation alarm.

Individuals reported to one of the designated assembly areas, with the exception of security personnel.

An electronic card reader system was used to account for personnel other than security.

Security personnel were individually contacted by radio, and all were accounted for by 11:21 a.m.

At 11:32 a.m.,

the first listing from the Security Alarm Station (SAS) was received by the Security Director.

This listing showed approximately 29 personnel were unaccounted for, however, a visual check of the assembly areas showed that these personnel were present. The driil was terminated at 11:40 a.m.

Specific Deficiencies Noted The licensee held a critique immediately following the drill. Apparently, the 29 personnel listed as unaccounted for had inserted their picture ID cards into the electronic card reader while the wait light was on.

Exit Interview

j The inspector held an exit interview with all representatives denoted j

in Paragraph 1 at the conclusion of the drill. The licensee agreed to conduct the following actions based on their critique:

(a) Install two additional card readers in the assembly area (Main Machine Shop)

j (b) Place signs at each assembly card reader stating that the user

must wait until the wait light goes out before inserting the
