Inspection No. 50-293/81-15 This refe, s to your letter dated July 9,1982, in response to our letter dated June 22, 1982.
Thank you for confirming the schedule for submission of written responses to both Appendices A and B.
Your responses were received on August 1, 1982, as previously agreed to by Mr. Fulton of the Boston Edison Company and Mr. Crocker of this office.
Your responses are being reviewed.
In your letter, you also expressed concern that you did not have an opportunity to review and comment on the appraisal report during its preparation.
It is not NRC pelicy to provide licensees the opportunity to review reports prior to being issued.
The practice of issuing a confirmatory action letter to the licensee prior to report issuance (to obtain accelerated correction of the Appendix A items) was adopted subsequent to the appraisal at your facility.
In addition, it is our view that all Appendix A items have significance and require corrective action. This corrective action is required to assure licensees have a high level of ability to implement their emergency plan.
We have reviewed the Appendix A items for the Pilgrim Nuclear Power Station and have determined that they are properly categorized.
