Inspection 50-293/81-13 This refers to your letter dated September 14, 1981, in response to our letter dated August 11, 1981.

Thank you for infoming us of the corrective and preventive actions documented in your letter conceming Appendix A. Item A (unapproved modification). These actions will be examined during a future inspection of your licensed program.

With regard to Appendix A, Item B, we have evaluated your response and, based upon this additional information provided by you concerning the erroneous June 9,1981 designation of the neutralizing sump being radioactive, this item of noncorpliance is withdrawn.

However, we are concerned regarding your interpretation of the requirements of Technical Specification 3.8.A which specifies the limiting conditions for opera-tion of equipment during liquid radioactive waste discharges. Radioactive effluent may not be released without meeting all of the conditions identified in the Technical Specification, including continuous monitoring and recording of the effluent activity. To prevent noncompliances in this area, it is our belief that either system modifications, proce<' ural changes or Technical Specification changes may be required. We have discussed these concerns during a telephone conversation on October 23, 1981 with Mr. R. Machon. At the time of that conver-sation, we were informed that acticn has been initiated by BEco to mquest a change to your Technical Specifications regarding the sampling of radioactive liquid sources not subject to continuous monitoring prior to discharge. These changes will be reviewed during a future inspection of your licensed activities.
