Investigation from February 1 - March 27,1930 (Report Nos. 50-289/80-03 and 50-320/80-03 Areas Investigated: Unannounced investigation of allegations of lax security at Three Mile Island Nuclear Station (TMI), Units 1 and 2.

The allegations were made by Robert Kapler, a Harrisburg, Pennsylvania newspaper reporter, who worked as a Site Protection Officer at the TMI facility under an assumed identity. The investigation involved 273 investigator-hours on site by three NRC regional-based investigators.

Resul ts: The licensee was found to be in noncompliance with NRC require-ments in the following areas:

1.

Access Controls - failure to limit access to the Unit 1 protected area and vital area as required (Infraction).

2.

Access Controls - failure to implement procedures for controlling access to the Unit 2 protected area and vital area (Infraction).

3.

Access Controls - failure to implement badge control procedure (Infraction).

4.

Testing and Maintenance - failure to test personnel search equipment (Infraction).
