Inspection on September 23-25, 1980 (Report Number 50-289/80-28)
Areas Inspected:
Routine, unannounced inspection of installations associated with modifications to the plant Fire Protection Program under Task NM-40 including fire detectors, halon system, fire doors, hose stations, electrical installations as-sociated with fire detectors and annunciators. The inspection involved 23 inspection hours on site by one NRC regional-based inspector.
Results:
No items of noncompliance were identified.

Areas Inspected The inspector examined drawings and inspected installations of equipmeat to determine whether the as-built configuration of the installed fire protection systems conform to the approved final design.
The inspector also verified that the fire protection equipment and the installation of equipment satisfy appropriate codes and standards, and are in accordance with the licensee
commitments detailed in Amendment No. 44 to facility operating license DPR-50.

Halon System The inspector reviewed drawings H-0731; H-0732; H-0733.
The inspector verified that the installation of the halon system, protecting the

underflooring of the computer room and an associated raceway which extends into the control room, is in accordance with the drawings.
The licensee stated that the system will be functional.by November 1, 1980.
No item of noncompliance was identified, b.
Smoke Detectors The inspector reviewed drawings E215-300 through E215-304 and verified that the installation of detection devices is in accordance with the drawings in the Intermediate Building, Control Building and all areas in the Auxiliary Building that were accessible.
The inspector noted that the detection device above the emeroency feedwater pump A in the Intermediate Building is located near ventilation system diffusers.
The National Fire Protection Association (NFPA)
code 72E section 4.4 states that the detectors shall not be located where air from supply diffusers could dilute smoke before it reaches the detector.
The licensee verified that the ventilation system

flow rate through the diffusers is 3,500 cfm horizontally and 4,500 cfm vertically. The licensee agreed to devise a suitable test method to verify the activation of the detector during a fire condition in the area.
This item is considered unresolved pending NRC review of the licensee's proposed test criteria and subsequent results.

Fire Doors The inspector, by physical observation, verified that the licensee replaced unlabeled fire doors and'or frames and hardware with three hour rated and labeled fire doors and associated equipment. The following doors were examined by the inspector:
I-101 in-the Intermediate Building; C-307, C-312, C-418, C-131, C-145, C-415, C-421 a sliding panel which covers a window between the control room and an adjacent office, in the Control Building.

Electrical Installations

The inspector verified that the licensee provided local electrical panels throughout the facility to accommodate required electrical alarms initiated by fire protection systems, electrical circuit supervision and alarm zone locators.

Hose Stations The inspector examined the installation of nine hose stations in the Reactor Building. The inspector verified that the installation is in accordance with the licensee's commitment detailed in Amendment 44 to facility operating license DPR-50, Section 4.3.1.
No item of noncompliance was identified.
Unresolved Item An unresolved item is a matter about which more information is required in order to determine whether it is an acceptable item, an item of noncompliance, or a deviation. An unresolved item disclosed during the inspection is discussed in paragraph 2b.

Exit Interview The inspector met with the licensee representatives (denoted in Details paragraph 1) at the site on September 25, 1980, and summarized the purpose and scope of the inspection and findings.
