Special, announced inspection.by a region based inspector of the Quality Assurance Program (QAP) implementation in the areas of Design Changes /
Modifications; Audits; QA/QC Surveillance; and the Unit 1 Restart Program. The inspection involved 9 inspector-hours at the corporate offices and 26 inspector-hours onsite by one region based inspector.
Results: No items of noncompliance were identified.

2.
Unit 1 Restart Program Status The inspector attended the Unit 1 Engineering Meeting and the Unit 1 Restart Management Review Meeting held the morning and afternoon respectively on May 1, 1980. As a result of those meetings, the inspector was able to ascertain the status of the following.

Fire Protection / Prevention Modifications The inspector reviewed the following modification packages and associated documents, on a sampling basis, to verify that:
they were accomplished in accordance with the licensee's QAP requirements and the TMI " Fire Hazards Analysis"; code requirements and specifications were included; acceptance tests including values and standards were specified.

No items of noncompliance were identified, however, two unresolved items are discussed below.
(1) The licensee had been reviewing ECMs initiated since the Unit 2 accident that were designated "QC-No" to identify those that should be upgraded to "QC-Yes".
ECM-063, for which some work has been completed, has been redesignated as "QC-Yes" (for safety related portions).

s The inspector asked the licensee representative what action will be taken with respect to the completed work.
The licensee representative stated that completed work would be reviewed and necessary action taken to assure that the safety related portions were accomplished in accordance with applicable requirements.
Pending review of the stated licensee action, this item is

(2) As a result of the review discussed in (1) above the licensee upgraded ECM-064 to "QC-Yes".
In response to the inspector's

question the licensee representative again stated that completed work would be reviewed and necessary action taken to assure that safety related portions were accomplished in accordance with applicable requirements.
Pending review of the stated licensee action, this item is unresolved (80-11-02).

Audits The inspector reviewed the long term audit schedule and reviewed the following audits to verify that they were conducted in accordance with written checklists / procedures; by trained personnel not having direct responsibilities in the area (s) audited; with audit findings documented and reviewed; with followup actions initiated / completed; and, with general audit conduct in accordance with established schedules, procedures and Technical Specification requirements.

The inspector discussed the licensee's plans for auditing their architect engineer (A/E) and "open" audit findings of long standing. The inspector stated that the corrective action system will be reviewed in detail during a subsequent inspection with particular emphasis on long standing
"open" items including a determination if any open items impact on the restart of Unit 1.
The licensee representative acknowledged the inspector's statement.

Exit Interview The ins]ectors met with the licensee representatives (denoted in Paragraph 1) at t1e conclusion of the inspection on May 2, 1980. The inspector summarized the pt pose, scope and findings of the inspection.
