Inspection on June 10,1980 (Report No. 15000046/80-72)
As part of the inspection conducted during June 9-13, 1980, the inspection of trailer 440571, loaded with radioactive waste packages from Three Mile Island, is detailed in this report.
One package was opened.
A represent-ative from the State of Washington who was on site during the entire inspection opened and examined the package.
The package conformed to the description in the RSR and contained no free standing liquid.
The NRC inspector concurred with this finding.
Results:
One apparent item of noncompliance with DOT /NRC regulations was observed.
See paragraph 3.
It appears that the NRC Region I office, the State of Washington und the Department of Transportation are the appropriate organizations to take enforcement actions.

-This trailer transported 128 drums as shown in the enclosed Appendix A (Bill of Lading 346430). This was an exclusive use shipment.
2.
Vehicle radiaton surveys-indicated that the dose rates in the cab

of the tractor were less than 1 mR/hr.
The maximum dose rate found at the surface of the trailer was 15 mrem /hr; at two' meters from the trailer, the maximum was 2 mrem /hr.
3.
(a)
The contents of this trailer were.off loaded on-June 10, 1980.
During the off loading, Drum #321 was observed to have a broken weld on the locking ring.
No material was leaking fre
'the drum, the checks for removable contamination around the top of.the drum showed no significant radioactivity above background.

The contents of the drums are described on pages one and two of the Radioactive Waste Shipment and Disposal Form, attached as Appendix B.
The drums appeared to be in noncompliance with 49 CFR 173.39?(c)(1), which requires that materials be packaged in strong, tight packages.
The locking rings were determined to be loose if the rings could be rotated, by hand, around the drum.

In addition the State Inspector stated that he noticed at least 10 other drums with loose locking rings that he did not dor.oment.
5.
A survey of the trailer bed af ter unloading disclosed no radio-active contamination above background.
