NRC INSPECTION REPORT 50-275/97-06; 50-323/97-06 AND NOTICE OF VIOLATION
Dear Mr. Rueger:
This refers to the inspection conducted on April 27 through June 7, 1997, at your Diablo Canyon Nuclear Power Plant, Units 1 and 2 reactor facilities. The enclosed report presents the scope and results of that inspection.
During the inspection period, three violations were identified.
The first violation is of concern because it involves a failure to have a licensed reactor operator assigned to the duties required of the operator-at-the-controls, and emphasizes the need for maintaining formality during the transfer of responsibility for control room operators.
The second violation involves a failure to follow the procedure for the proper reassembly of breaker cubicles to assure seismic qualifications.
This situation resulted in the breaker for a safety injection pump being left in an unanalyzed condition.
The third violation involves a failure to meet your procedural requirements related to the spray shields of the reactor coolant pump lube oil collection 'system.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its enclosures, and your response will be placed in the NRC Public Document Room (PDR).
To the extent possible, your response should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction.
