NRC INSPECTION REPORT 50-275/97-01; 50-323/97-01 AND NOTICE OF VIOLATION
Dear Mr. Rueger:
An NRC inspection was conducted April 14 through May 2, 1997, at your Diablo Canyon Nuclear Power Plant, Units 1 and 2, reactor facilities. The enclosed report presents the scope and results of that inspection.
During the licensed operator requalification program review portion of the inspection, the inspectors observed inconsistent linkage between the shift foreman and the senior control operator in the plant-specific simulator.
This shift management issue, while not observed in the actual control room during response to abnormal conditions, had been previously identified in another NRC inspection conducted during June 1995 and remains a concern that warrants further licensee management attention.
In addition, during the inspection, an apparent violation with two examples of a failure to follow procedures was identified, which is related to licensed operator qualification on the use of self-contained breathing apparatuses and not remaining current with the related annual refresher training.
This violation is of concern because it represents a breakdown of your respirator program measures in place to assure licensed operators with a licensed condition for corrective lenses have the necessary equipment to perform to their actions under adverse environmental conditions and receive annual refresher to assure their proficiency in the use of the equipment.
, The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violation are described in detail in the enclosed report.
Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed Notice when p.eparing your response.
The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.
