NRC Inspection Report Nos. 50-275/97-08 and 50-323/97-08, dated June 2, 1997, included one Severity Level IVviolation. The violation involved a failure to meet the air sampling requirements of a radiation work permit.

Enclosure PG8 E Letter DCL-97-121 REPLY TO A NOTICE OF VIOLATION INSPECTION REPORT NOS. 50-275/97-08 AND 50-323/97-08 On June 2, 1997, as part of NRC Inspection Report (IR) Nos. 50-275/97-08 and 50-323/97-08, NRC Region IVissued a notice of violation to Diablo Canyon Power Plant (DCPP), Units 1 and 2. The statement of violation and PG&E's reply are documented below.
STATEMENT OF VIOLATION Technical Specification 6.8.1.a. states, in part, thaf writte procedures shall be established, implemented, and maintained covering fhe applicable procedures recommendedin Regulatory Guide 1.33, Revision 2, February 1978, Appendix A.
Regulatory Guide 1.33, Appendix A, Section 7.e. 1, requires procedures forthe radiation work permit program.
Secfion 4.2.5 ofProcedure RPI.ID9, Revision 1, "Radiation Work Permit,"
requires radiation protection personnel to perform radiological surveys and sampling as required by the radiafion work permit.
Contrary to the above, between May 11 -13, 1997, the inspectors identified that air sampling was not performed during workin the Unit 1 residual heat removal recirculation sump, as required by fhe radiation work permif.
This is a Severify Level IVviolation (Supplement IV) (50-275/323/9708-01).
REASON FOR THE VIOLATION R6$ Ejegrees4hat-:noair~amplewasCiein'g%VBn~8iinng work, covered by the Special Work Permit (SWP) number 97-01067, on May 13, 1997. An earlier survey of the work area showed contamination levels in the range of 1000 (1K) disintegrations per minute (dpm) per 100 square centimeters (cm) to 3K dpm per 100 square cm. The special instructions contained in the SWP required an airborne survey "when grinding, welding, cutting, or wire brushing on contaminated material."

The technicians involved failed to recognize the need for verbatim compliance with the requirements of the SWP.
Historically, DCPP has not experienced any airborne activity as a result of grinding, welding, cutting, or wire brushing on surfaces with low levels (below 10K dpm per 100

A training improvement proposal (TIP) has been generated to include this issue in the "lessons learned" portion of radiation protection (RP) continuing training.

The TIP also addresses management expectations regarding the procedural and RWP/SWP compliance issue to the RP temporary additional technician training
