-2-DOCUMENT CONTAINS EXECUTIVE SUMMARY Diablo Canyon Nuclear Power Plant, Units 1 and 2 NRC Inspection Report 50-275/97-15; 50-323/97-15 This was a special, announced, inspection of the licensee's implementation of the land vehicle control measures implemented in accordance with 10 CFR Part 73, "Physical Protection of Plants and Materials," utilizing Temporary Instruction 2515/132, "Malevolent Use of Vehicles at Nuclear Power Plants,"'dated January 18, 1996.

Plant Su ort The installed vehicle barrier system was generally consistent with the summary description previously submitted to the NRC. A noncited violation was identified involving the failure to establish adequate vehicle control measures at Gate 1. An inspection followup item was identified involving the lack of a current description of the vehicle barrier system in the security plan (Section S1.1).

The installed vehicle barrier system was capable of protecting required plant vital equipment from a vehicle bomb blast.

The bomb blast analysis was generally consistent with the summary description previously submitted to the NRC.

Distances between the vehicle barrier system and vital equipment equalled the minimum standoff distance (Section S1.2).

The licensee's procedures addressed the operation, inspection, testing and

'implementation of compensatory security measures of the vehicle barrier system.

An inspection followup item was identified involving the lack of detail in portions of the vehicle barrier system security procedure (Section 1.3).
