problems identified at the Point Beach Nuclear Plant. The goal of the ,

meeting was to provide a better understanding of the problem so that a ,

final workable and effective solution might be implemente .Mr. Norelius' opening remarks noted that NRC was disappointed with a recent inspection that had resulted in the identification of tw potential violations that were similar in nature to previous event NRC management review of these violations concluded that neither was significant enough to warrant escalated enforcement action. That SALP performance in security had declined during the current assessment perio The Region III Safeguards Section Chief, utilizing transparencies, provided an historical overview of the barrier problem and an analysis of licensee short and long term corrective actions from 1986 to the present. The licensee was provided a copy of the transparencies at their request. The Region III Safeguards Section Chief noted that there were some similarities among the events, but that no two were exactly the same, and that new ideas to provide a corrective action were being sought from the license The Point Beach Plant Manager stated that they had attempted to discover a trend, but had found that the events had little in common. He stated that his staff is proactive, and as such the potential for identifying further problems is increased. He considered that progress was being achieved in increasing the security consciousness of all plant employee Several examples were cited. He also remarked that security force members are alert to potential security barrier problem :

. properly implemented, should preclude barrier problems, and that the Maintenance Work Request Program is also being considered as_a means

to identify potential security related issue The licensee stated that they intend.to promote employee awareness using

_ case studies through-training needs analyses. The licensee noted that they are working with their training' personnel on this subjec ' Additionally, this year's annual vital area review.will focus'on potential penetrations on work being performed, utilizing experienced

individuals from other work' disciplines in addition to security force member Region III management reaffirmed the need for the licensee to bridge the communication gap between individuals who analyze various jobs for potential security _related problems and those who perform the actual job. They agreed to provide a detailed description of those corrective-actions.in the response to Report No. 50-266/89014 and No. 50-301/8901 ' Attachment: NRC' Meeting Transparencies
