Exit Interview The inspection scope and findings were summarized on November 16, 1979 with those persons indicated in Paragraph 1 abov.
Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (78-20-01) Operability of Sample Station not checked at time of sample collection. During this inspection, the inspec tor observed that an additional test unit had been installed at the air monitoring stations. The operability of these units was tested and no discrepancies were foun.

Management Controls The licensee's Operating Manual and Administrative Instruction assigns responsibility and authority for conducting the radiological environmen tal program. The assignment of responsibility and authority to responsi ble management and supervision offer control equivalent to the previous progra b Section 6.5.3.1 of the licensee's Technical Specifications requires audits under the cognizance of the Corporate Quality Assurance Audit (CQAA) Section for conformance of faf1lity operation to all provisions in the Technical Specifications at least once per year. At the time of this inspection, the most recent audit results were not available for review. This item will be reviewed during a subsequent inspectio. Quality Control of Analytical Measurements The analysis of all radiological environmental monitoring samples from Robinson 2 are performed at the licensee's Harris Energy and Environmental Center (HEEC). An analytical quality control program has been established at HEEC. The program applies to sampling, analysis, data reduction and all procedures related thereto. The program also includes periodic sample splitting between EPA, State of South Carolina, and Robinson 2 plant, and subsequent correlation and evaluation of analytical data generated therefro The analytical quality control requirements appear to assure validity of MDAs presented in the licensee's 1978 Monthly Report and Annual Report reviewed by the inspecto.
Implementation'of-the Environmental Monitoring Program Technical Specification 4.10-1, Table 4.10-1, provides the requirements for type and number of samples, sampling frequency and analysis to be performed. The inspector inspected all (7) of the air particulate, charcoal filter monitoring, and TLD stations (22).
The inspection of monitoring stations and review of the Annual Radiological Environmental Monitoring Report for 1978 revealed that the licensee apparently conducted the program as required by Technical Specification 4.10- The inspector observed that at air monitoring station 35, the elapsed time indicator failed 0.6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> after the sampling period starte Later in the day, a technician attempted to repair the meter without success. A trouble ticket was written but by the close of the inspec tion, no action had been taken. The inspector interviewed several people who concurred that a small inventory of spare parts and tools could be provided the technicians to make timely replacement repair At air monitoring station AP-2, the inspector observed that the air particulate filter was not sufficiently shielded from rain. A trouble ticket was written to extend the weather shiel The inspection disclosed that the licensee had submitted all reports to the NRC as required. The inspector reviewed the licensee's Annual Report for 1978 for missing dates, obvious mistakes, anomolous measure ments and observed biases or trends' in the data. The inspector found a marked improvement in all these areas over the 1977 report. The inspector had no further questions in this area.
