In the last NRC inspection report no. 50-259/80-14 for Unit 1, the inspec-tor identified certain actions to be taken by the licensee to correc: the condition of the HPCI piping system and its supports. The following en-gineering review of the licensee's design offices, in Knoxville, Tenaessee, assured that the requirements of IE Bulletin 79-14 and IE Bulletin 73-02 and the requirements listed in the above inspection report have beer. met:

Review of Hydrostatic test as per procedure: Mechanical maintance Instruction 15.2.3-B TVA formed a task force to analyze the condition that caused the water hammer and all other related problems in HPCI support failures.
TVA agreed that the NRC will review the modification proposals prior to implementation of the system resulting from the findings and conclusions of the task force.
The inspection and evaluation of the RBCCW system as referenced in NRC report no.
50-259/80-05, 50-260/80-05 and 50-296/80-05 resolved the opera-bility of the system. The inspection of this system at the design engineer-ing offices of TVA was to assure that the steps and conclusion reached by TVA were in accordance with the requirements of IE Bulletin 79-14. The following drawings were reviewed:

Flow Diagram 47W22-1R15 Mechanical Drawfug 47W464-12 R7 Mechanical Isometric 47W464-18 R0 This system was originally analyzed by alternate criteria method and did not have a formal stress analysis. When Unit I was discovered to be missing 16 safety related supports, TVA decided to run a formal stress analysis on this problem. The results of the analysis of this problem, after close inspection of the output, revealed that the TPIPE program used by TVA, was calculating incorrect pipe stresses. After some modification to the program, the RBCCW system was re-analyzed and stresses and loads on supports were reviewed to be acceptable. The TPIPE program output information regarding the correctness of the calculations of the frequency analysis is now under review by TVA. The error in the program is restricted to a very special configuration. This revision of the program is only employed by TVA and therefore does not effect other licensees. TVA agreed to send a letter describing in detail the error found in the program which will be reviewed by NRR and the regional office of the NRC.
IE Bulletin 79-14 remains open until all inspections and evaluations are completed and subsequently reviewed by the NBC. No items of noncompliance or deviations were identified.
