SUHNARY Inspection on January 29 - 31, 1980 Areas Inspected This routine, unannounced inspection involved 20 inspector-hours on site in the area of Refueling Activities.

Results Of the one areas inspected, no items of noncompliance or deviations were identified.

The licensee had no comments regarding the inspection findings.

Refueling Activities Unit

The inspector reviewed the surveillance requirements for refueling of Unit 1.

The review included the following Techncial Specification surveillance procedures.

SI-4.10.A.l Refueling Interlocks SI-2 SRM Readings SI-4.7C Secondary Containment Capabilities b.

The following electrical maintenance instruction for refueling was reviewed for Unit 1 refueling equipment.

EMX-41 Refueling Platform and Jib Crane Checkout c

The inspector monitored refueling activities from the Control Room and the Refueling Zon "2" No items of noncompliance or deviations were identified.

Minor administra-tive comments were discussed with senior licensee management.

6.

Plant Tour The inspector toured portions of Units 1, 2 and 3 control bay and the reactor building.

No items of noncompliance or deviations were identified.

The inspector noted a large number of examples of disregard for housekeeping practices.

These comments were discussed with a senior licensee representative.

The following specific examples of identified problems were discussed with a senior licensee representative.

a.

Unit 3 RHR Room

<< Terminal Box 3-15 had the cover removed with no apparent work in progress.

The internals were corroded and very dirty.

b.

Unit 3 Torus contained a cigarette butt/used tobacco receptacle in the area posted as a contaminated area.

c.

Unit 3 HPCI room contained two fire extinguishers which did not have a

lead seal.

One apparently was used by a fire watch.

The other was located at station R-311.

d.

A ground strap was hanging loose on 3D Core Spray Pump foundation.

The above problems were corrected by the licensee and corrective actions reviewed by the resident inspector.
