Haddam Neck Plant Offsite Material Recovery Plan. Revision 1 The purpose of this letter is to provide Connecticut Yankee e c Power Company's (CYAPCO) revised plan for the recovery of licensed material frorn olfsite locations. The l original recovery plan was developed and issued about a year ago") Since then, CYAPCO has made substantial progress in the recovery of offsite material which originated from the Haddam Neck Plant.

CYAPCO's Material Recovery Plan, Revision 1 is included as Attachment 1. The most significant change is found in Section 5.4.3, "Remediation Acceptance Criteria". This section  ;

incorporates the current methodology for comparing the Cesium-137 levels in survey area l

samples to the background Cesium-137 levels. Other changes are also marked by change i indicators (vertical lines) in the right margin. These changes resulted from comments by )

CYAPCO and the Oak Ridge Institute for Science and Education.

CYAPCO plans to complete the implementation of the plan during the summer of 1999.

However, this completion schedule is contingent upon the support extended by the property owners, weather and certain other factors beyond CYAPCO's control.
