Nuclear Regulatory Commission Attention: Document Control Desk l Washington, DC 20555 Haddam Neck Plant Offs ae Material Recovery Plans The purpose of this letter is to provide Connecticut Yankee Atomic Power Company's (CYAPCO) plans and schedule for the recovery of CYAPCO materials that were identified during the scoping surveys conducted over the last six months. CYAPCO is committed to the expedient recovery of licensed material detected at off site locations, which originated from the Haddam Neck Plant.

To recover the licensed material, CYAPCO will implement the Material Recovery Plan, which is included as Attachment 1 to this letter. This plan addresses the methods used to identify areas at off site locations, which are affected, and the use of historical information to determine the extent of the affected areas. The plan also addresses systematic and biased surveys in affected and unaffected survey areas for confirming the adequacy of the removal and remediation activities. The Material Recovery Plan discusses the general techniques that will be used to assess radiological exposure due to residual contamination identified at off site locations. The Plan also discusses the use of in-situ gamma spectroscopy, analytical measurement capability of selected instrumentation and the treatment of data, including how background radiation will be reconciled. Finally, the Material Recovery Plan discusses how Final Survey reports will be developed for each off site area that contain Haddam Neck Plant licensed material or concrete shield blocks. CYAPCO believes it is extremely important to establish a schedule for the timely remediation of offsite properties and materials released from the Haddam Neck Plant, and to complete the assessment of the radiological exposure due to residual contamination.

CYAPCO will work diligently with all parties to resolve this matter in the most timely manner possible.

As of April 28,1998,92 off site areas have been identified as requiring an evaluation to  !

determine if any licensed material from the Haddam Neck Plant is potentially present.

Activities at 22 of the off site areas have been completed and require the preparation of a l final report. Sixteen off site areas need initial scoping surveys and 16 off site areas need investigations. The initial scoping surveys and investigations are being conducted concurrently with remediation for the remaining 38 scheduled areas.

Enclosed as Attachment 2 is the work schedule for completing the removal and restoration activities and the offsite investigations and initial scoping surveys at all of the currently identified locations. The schedule will be periodically updated to reflect the best available information and will be provided to the NRC Senior Resident inspector, to allow for coordination of confirmatory survey actions.

The following are the commitments made within this letter, other statements are provided for information.

CY-98-054-01 Completion of the physical work at the 38 identified off site areas is anticipated to be completed by August 30,1998.
