Arkansn Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Risk-Informed Inservice Inspection Pilot Plant Final Submittal For ANO-2 Gentlemen:

Entergy Operations, Inc. submitted the results of the risk-informed inservice inspection (ISI) pilot plant application study for Arkansas Nuclear One, Unit 2 (ANO-2) to the NRC on )

September 30,1997 (2CAN099706). Eight system risk evaluations were included with the submittal. The letter included a commitment to submit the final system risk evaluation for the service water system in December 1997. In a .3|letter dated December 18, 1997]] (2CAN129704), the commitment date was extended to March 31,1998. The purpose of this letter is to submit the risk evaluation for the service water system.

Enclosed are three documents which comprise the risk evaluation: )

Enclosure 1 - Calculation No. NSD-023, Revision 0, Consequence Evaluation of ANO-2 Service Water System, prepared by Duke Engineering & Services (formally Yankee Atomic Electric Company)

Enclosure 2 - Report No. SIR-98-011, Revision 0, Evaluation of Damage Mechanisms for the Service Water System at Arkansas Nuclear One,, Unit 2, prepared by StructuralIntegrity Associates i

Enclosure 3 - Report No. SIR-98-026, Revision 0, Service History and Susceptibility Review, Risk Evaluation and Element Selection for the Service Water System at  ;

. OCAN039809 Page 2 It should be noted that each of the eight system risk evaluations submitted in the September 30,1997, letter contained each of the three elements listed above (i.e., all three evaluations were included in a single calculation for each system's risk evaluation).

l The risk-informed ISI application is an alternative to current ASME Section XI inspection requirements for piping. The enclosed documents, along with the documents submitted on l September 30, 1997, support the conclusion that the proposed alternative provides an I acceptable level of quality and safety as required by 10CFR50.55(a)(3)(i). Pursuant to 10CFR50.55(a)(3), the proposed risk-informed ISI application for ANO-2 is provided for

! your review and approval as an alternative to current ASME Section XI inspection requirements for piping.

NRC approval is requested no later than October 31,1998, which will support implementation of the risk-informed approach during the next planned refueling outage for ANO-2, currently scheduled to begin in Janumy 1999. Please note that this schedule ia consistent with the schedule proposed by the Nuclear Energy Institute's letter to Mr. Samuel J. Collins dated August 29,1997. Since the submittal of the service water system risk evaluation has been delayed, Entergy is not requesting approval for its use by October 31, 1998; however.

i approval for the eight other system risk evaluations is needed by this date to support the outage schedule.

l Status of ANO-1 Limited Scope Application With the completion of the ANO-2 service water system risk evaluation, the ANO plant project review team has refocused their efforts on the ANO-1 limited scope application (Code Case N-560). The initial consequence evaluation and damage mechanism assessment have been completed for ANO-1 and the plant review is in progress. Entergy plans to submit the limited scope application for ANO-1 by May 29,1998.
