Mr. J. P. O'Reilly LER No.83-010 March 4, 1983 Page #2 DETAILED DESCRIPTION OF EVENT On February 6, 1983, while in Mode 1, the Plant underwent a power transient from 50% to 30% thermal power between the hours of 0330 and 0440. Between the hours of 0730 and 0835 on the same day, the Plant went from 30% to approximately 5%

thermal power. Per Technical Specification 4.4.8, Table 4.4-4(4b), and Isotopic Iodine Analysis is required to be performed between two (2) and six (6) hours following a thermal power change exeeding 15% of the the rated thermal power. This surveillance was not performed as required within the Technical Specification time limit.

PROBABLE CONSEQUENCES An Isotopic Iodine Analysis was performed at 1111 hours0.0129 days
0.309 hours
0.00184 weeks
4.227355e-4 months
on February 6, 1983. The results were acceptable. Therefore, no adverse consequences resulted from the event.

CAUSE(S) OF THE OCCURRENCE Personnel involved interpreted both of the power changes as one (1) event. Therefore, an analysis was only performed at the conclusion of power reduction.

IMMEDIATE CORRECTIVE ACTIONS TAKEN An Isotopic Iodine Analysis was performed at 1111 hours0.0129 days
0.309 hours
0.00184 weeks
4.227355e-4 months
with satisfactory results.

ACTION TAKEN TO PREVENT RECURRENCE The event was discussed with Chemistry supervisors and technicians. A Chemistry Lab policy has been issued on this subject to preclude further occurrence of this nature.
