SUBJECT:

Surveillance Test Requirements for the AC Sequencer Timing Relays Prior to 1977, Omaha Public Power District AC sequencer timing relays on a quarterly (basis as required by ReferenceA5.0 PPD) tcsted the number of failures of these electromechanical devices occurred during the mid-1970's (References 2, 3 and 4). In Licensee Event Report 77-09, OPPD committed to perform monthly testing as a corrective action.

In May 1990, OPPD completed modification MR-fC-83-074 which replaced the original relays with more reliable solid state relays. Since the new relays were installed, the setpoints have not varied and there have been no failures.

Therefore, the monthly testing frequency is no longer warranted. Accordingly, OPPD is revising the referenced commitment to test the relays quarterly as required by Reference 5.
